TASK FORCE: FEMA Disaster Recovery and Stimulus Closeout
UNIT: FEMA Revenue Accountability and Reporting
JOB TITLE: One (1) Assistant Analyst / Analyst

SUMMARY:

The Mayor's Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor's expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

The FEMA Disaster Recovery and Stimulus Closeout Task Force, within the OMB-Managed Grants subdivision, oversees the administration of the American Rescue Plan State and Local Fiscal Recovery Funds (SLFRF) grant and FEMA Public Assistance (PA) budget supporting the City’s recovery from disasters such as Hurricane Sandy, Ida and Isaias. The FEMA Revenue Accountability and Reporting Unit provides oversight of the City’s FEMA PA expense, capital, and revenue budget. The team is responsible for forecasting and tracking cash receipts, and ensuring revenue recognition meets generally accepted accounting principles.

JOB DESCRIPTION:
  • Assist in budgeting, tracking and managing Federal funding and revenue, supporting the City’s response to disasters such as Hurricane Ida, Isaias and Ophelia.
  • Support the fiscal review of expenditures submitted for grant reimbursements to ensure timely and accurate recognition of revenue and cash receipts.
  • Provide assistance to ensure that the fiscal impact of Federal grant awards is accurately reflected in the City’s budget and support budget and accounting guidance as needed.
  • Assist in monitoring forecast and year-to-date expenditures, conduct basic risk assessments, and help recommend corrective actions as required.
  • Assist in the development and maintenance of reports to make budget, expenditure and revenue data accessible to technical and non-technical stakeholders.
  • Collaborate with agency task forces, City Comptroller’s Office and Department of Finance to assist in creating required accounting entries in the City’s Financial Management System (FMS).
  • Assist in developing and running ad-hoc queries, InfoAdvantage reports, and SAP Crystal downloads as needed.
  • Provide support for process improvements or analytical projects on an ad-hoc basis.
QUALIFICATIONS:

  • Prior experience with Financial Management System (FMS) is preferred.
REQUIREMENTS:

Assistant Analyst ($60,764+): Bachelor's degree in Business, Finance, Economics, Accounting, Public Policy Analysis/Administration or related field with no or one year of full-time experience.

Analyst ($77,327): Bachelor's degree in Business, Finance, Economics, Accounting, Public Policy Analysis/Administration or related field, and a minimum of two years of full-time experience in budgetary planning/management, financial analysis, audit, compliance, accounting, public policy analysis/administration or a related field; or an awarded Master's degree in Business, Finance, Economics, Accounting, Public Policy Analysis/Administration or related field, and one year of relevant experience.
