  • Develop options to reduce departmental budgets using analysis and cost considerations.
  • Prepare, administer, and maintain budgetary controls and monitor expenditures and revenues.
  • Review, monitor, and evaluate agency contracts.
  • Monitor budget modifications and ensure funding allocations are used cost-effectively.
  • Monitor progress and performance of agency projects.
  • Use Excel formulas and pivot tables to analyze large data sets and present findings.

TASK FORCE: Technology Budget & Management

UNIT: Technology Budget & Management

JOB TITLE: One (1) Supervising Analyst

CONTROL CODE: TBM-27-01

SUMMARY:

The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

OMB’s Technology Budget & Management Task Force (TBM) is at the center of shaping the City’s Information Technology (IT) landscape as it prepares and monitors the Citywide IT budget and reviews and analyzes IT projects with regard to technical feasibility, financial justification, programmatic merit and procurement methodology. TBM is responsible for the approval and oversight of the funding, acquisition, and implementation of all computer technology and telecommunication initiatives within New York City government.

TBM also oversees and prepares the expense and capital budgets of the Office of Technology and Innovation (OTI).

JOB DESCRIPTION
  • Prepare annual expense and capital budgets and four-year financial plans for OTI to meet mandated responsibilities and programmatic requirements.
  • Review agency budget submissions related to savings proposals, agency operations, and ongoing and new projects.
  • Coordinating Agency reviews focusing on the budgetary impact of proposed IT contracts and projects.
  • Evaluating proposals and preparing reports and recommendations related to the acquisition and implementation of Computer Systems, including hardware, software and associated professional services.
  • Develop options and make recommendations for reducing departmental budgets based on statistical analyses, cost effectiveness, and revenue implications.
  • Prepare, administer, and maintain budgetary controls and monitor agency expenditures and revenues.
  • Review, monitor, and evaluate agency-held contracts.
  • Monitor and expedite the progress of budget modifications and other technical exercises, ensuring compliance with approved funding allocations and cost-effective financial planning.
  • Monitor the performance and status of agency projects.
  • Use Excel formulas and pivot tables to analyze large data sets; effectively format spreadsheets for presentation and review.

REQUIREMENTS

Supervising Analyst ($98,302): Bachelor's degree and a minimum of four years of full-time experience in budgetary planning/management, accounting, financial analysis, public policy analysis or a related field, or an awarded Master's degree in Business, Public Administration, Finance, Economics, or a related field, and two years of relevant experience
