Job summary

Actalent is seeking a Project Controls Manager for a high-profile construction project at a major airport in Norfolk, VA. The role requires leading the project controls team, maintaining detailed cost-loaded and labor-loaded schedules, and forecasting resources to ensure on-time performance.

The candidate will communicate complex data to technical and non-technical stakeholders, monitor budgets, and identify risks.

Qualifications

• 5+ years of experience in project controls, scheduling, or cost control within the construction industry.
• Experience developing cost-loaded and resource-loaded schedules on complex construction projects.
• Hands-on experience with both cost-loaded and labor-loaded schedules.
• Strong understanding of construction means and methods, work sequencing, and labor forecasting.
• Experience supporting large, multi-phase construction projects with active stakeholder coordination.
• Ability to clearly communicate schedule and cost data to both technical and non-technical stakeholders.
• Strong analytical skills with the ability to interpret data and identify trends.
• Excellent organizational skills to manage multiple tasks, schedules, and reports.
• Effective problem-solving skills to address schedule and cost issues proactively.
• Knowledge of construction materials and industry practices related to project controls.

Responsibilities

• Oversee all project controls activities for a large, high-profile construction project at a major commercial airport in Norfolk, Virginia.
• Develop, maintain, and update detailed cost-loaded and resource-loaded project schedules, ensuring accuracy and alignment with project goals and milestones.
• Manage the day-to-day project schedule, including sequencing of work, coordination of activities, and identification of schedule risks and opportunities.
• Monitor and control project costs, tracking budget performance and providing clear, timely cost reports to project leadership.
• Forecast labor, materials, and other resources required to execute the work, using a strong understanding of construction means and methods.
• Prepare and deliver schedule, cost, and performance reports that communicate complex data clearly to both technical and non-technical stakeholders.
• Support large, multi-phase project planning and execution by coordinating with internal teams and external stakeholders.
• Analyze schedule and cost trends, identify variances, and recommend corrective actions to keep the project on track.
• Maintain organized project controls documentation and ensure data integrity across scheduling and cost control systems.
• Collaborate closely with project leadership to drive predictable project outcomes and support informed decision-making.
