Job summary

Metropolitan Washington Airports Authority seeks a Project Controls and Management Department Manager to oversee project controls, ensuring budgets and schedules align with specifications, while managing reporting and compliance for capital programs.

Based at Ronald Reagan National Airport, the role leads staff, develops cost/schedule control systems, tracks progress, negotiates change orders, and supports senior leadership with governance and asset capitalization.

Qualifications

• Nine years of progressively responsible experience in construction project scheduling and estimating.
• Three of those nine years must include supervising a team of subordinates.
• Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.
• Comprehensive professional knowledge and ability to apply finance concepts, principles, and practices for capital development purposes.
• Knowledge of and ability to apply engineering, architecture, and commercial-industrial construction project management and project controls.
• Knowledge of and ability to apply business administration principles to explain changes, trends, and impacts to profit/loss.
• Knowledge of and ability to use information management systems and electronic document control systems.
• Ability to perform complex analyses of data and information and make recommendations.

Responsibilities

• Manages staff that analyzes, appraises, and forecasts schedules; conducts cost estimating; performs management information functions; and executes general administrative tasks.
• Reviews and improves project controls from budgeting through construction.
• Develops and maintains a cost/schedule control system which acts as a decision-making tool.
• Monitors and tracks project schedules.
• Negotiates, or helps negotiate, change orders.
• Develops and maintains project controls policies and procedures.
• Develops and maintains a cost estimating capability; prepares change estimates.
• Supports Deputy Vice President and Vice President for Engineering in developing and implementing procedures, systems, and reports that address status of projects and forecasts.
• Manages information management systems development and maintenance.
• Manages the electronic document control system.
• Works with senior leaders to define and refine Capital Construction Program requirements.
• Ensures proper capitalization of fixed assets resulting from capital improvements.
• Prepares reports on project progress relative to schedules and budgets.
• Serves as Contracting Officer's Technical Representative (COTR).
• Develops cash flows for project financing.
