The Mobile Source Controls Division is recruiting for a organized and motivated Air Resources Supervisor I (ARS I), to oversee a team of professional and technical staff working on developing the window sticker and battery labeling reguirements; supporting consumer awareness of ZEVs through marketing, research, education, and outreach in the Advanced Clean Cars Branch. The Section consists of a friendly team of professional staff supporting development and implementation efforts for the California Air Resources Board's (CARB) ZEV market to help achieve California's ambitious air quality, climate, and environmental justice goals.

The mission of the Advanced Clean Cars Branch is to foster a sustainable market for zero and ultra-clean emission light-duty vehicle technologies through regulations and market supporting policies. The light duty drive forward regulations will require new zero emission vehicles to meet certain requirments for the light-duty fleet. This section will develop and implement the new window sticker and battery labeling reguirements in addition to leading community engagement to help inform the regulatory proposals. The section also monitors and supports the ZEV market in California.

Under the general direction of the Air Resources Supervisor II (ARS II), the ARS I will direct and oversee the work of a team of professional staff performing technical and policy work related to zero emission vehicles and supporting policies. The ARS I provides general leadership to the section; directs the development and implementation of regulations and other program guidance materials; leads, participates and supports staff in conducting workshops and other stakeholder engagement; and, represents the program in public venues and working groups.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement does not reflect the 3 percent reduction in pay.

The ideal candidate would have experience with implementing regulations; knowledge of zero-emission and air quality regulations; knowledge of CARB's policies; expertise regarding stakeholder outreach; and should have experience with engaging a wide variety of stakeholders. The candidate must be committed to working closely with CARB staff in other branches and divisions, government agencies, industry, university researchers, and other stakeholders. Successful candidates will also be familiar with current environmental equity concepts and express desire to explore their application to zero-emission vehicles.The most competitive candidate will also be an effective public speaker.
