Job summary

OpenGov is seeking a Senior Director of HR Operations & Total Rewards to lead HR infrastructure, AI-native operations, and global compensation strategies. You will own benefits, equity programs, and HR analytics while partnering with Finance, Legal, and IT to drive data-driven decisions.

The role requires building self-service HR processes, managing a global benefits program, and guiding a high-performing team across multiple regions, including the US and India.

Qualifications

• 10+ years of progressive HR experience with deep expertise in at least two areas: compensation design, HR operations, HR systems, or total rewards strategy.
• Proven track record leading compensation programs at scale, including salary structure design, equity compensation, executive pay, and annual review cycles.
• Senior leadership experience with direct team management and cross-functional executive influence.

Responsibilities

• Champion an AI-native approach to HR operations and total rewards, piloting AI-enabled tools across benefits, compensation, reporting, and people analytics to reduce manual work and enable self-service.
• Partner with Enterprise Technology and AI Ops to embed AI into HRIS workflows, analytics pipelines, and compliance processes.
• Define and drive OpenGov's global Total Rewards strategy, including compensation philosophy, job architecture, salary structures, equity programs, and benefits design.
• Own global benefits strategy in a self-insured environment, renewals, and vendor management for US and India, with self-service experiences powered by LLMs.
• Bring Workday expertise to operations: benefits administration, compensation management, data integrity, and audits.
• Own the annual compensation lifecycle end-to-end: merit planning, market benchmarking, offer modeling, promotion analysis, and executive comp reporting.
• Lead HR systems governance, data integrity, and platform decisions with IT/Engineering collaboration.
• Support Talent Acquisition operations: ATS configuration (Ashby), TA reporting, and integration with HR systems.
• Ensure HR compliance and risk management across policy governance, EEO/AAP reporting, and multi-state laws.
• Build workforce analytics infrastructure to empower HRBPs, CAO, and ELT with actionable insights.
• Lead and develop a high-performing HR operations and compensation team.
• Represent HR as a strategic partner to Finance and Legal on headcount planning and regulatory requirements.
