OpenGov is seeking a Senior Director of HR Operations & Total Rewards to architect our HR infrastructure with an AI-native mindset. This role spans Total Rewards, HR and Talent Acquisition Operations, analytics, immigration and compliance.

Qualifications

• 10+ years of progressive HR experience with deep expertise in at least two areas (compensation design, HR operations, HR systems, or total rewards).
• Proven track record leading compensation programs at scale, including salary structures, equity, and annual cycles.
• Senior leadership experience with direct team management and cross-functional influence.
• Strong Workday expertise and ability to partner with IT/Engineering on implementation.
• Experience building analytics and workforce reporting for executive audiences.

Responsibilities

• Champion an AI-native approach to HR operations and total rewards, piloting AI-enabled tools to reduce manual work and enable self-serve data access.
• Define and drive global Total Rewards strategy, including compensation philosophy, job architecture, equity programs, and benefits design.
• Own global benefits strategy in a self-insured environment, renewals, and vendor management for US and India.
• Lead Workday configuration for comp cycles, open enrollment, headcount integrity, and audits.
• Own the annual compensation lifecycle end-to-end: merit, benchmarking, offers, promotions, and board reporting.
• Oversee HRIS and data integrity, partner with Enterprise Technology on platform decisions and requirements.
• Support Talent Acquisition operations: ATS configuration (Ashby), TA reporting, and system integrations.
• Ensure HR compliance and multi-state employment law adherence across policies and training.
