Job summary
OpenGov is seeking a Senior Director of HR Operations & Total Rewards to architect the HR function for a fast-growing public-sector SaaS company. You will lead Total Rewards, HR and Talent Acquisition Operations, analytics, immigration and compliance, with an AI-native mindset across processes.
This role requires 10+ years of HR leadership, deep Workday expertise, and the ability to build self-service, data-driven capabilities while partnering with Finance and Legal to align compensation,
Qualifications
- 10+ years of progressive HR experience with deep expertise in at least two areas: compensation design, HR operations, HR systems, or total rewards strategy.
- Proven track record leading compensation programs at scale: salary structure design, equity compensation, executive pay, annual reviews.
- Senior leadership with direct team management and cross-functional influence.
- Strong knowledge of HRIS platforms (Workday required) and ability to define business requirements with IT/Engineering.
- Experience building people analytics and workforce reporting for executive audiences.
- Understanding of multi-state HR compliance (EEO, FLSA, state regs).
- Fluency with AI-enabled tools in an HR context, hands-on with automation.
- Builder mindset from strategy to implementation.
Responsibilities
- Champion an AI-native approach to HR operations and total rewards across benefits, compensation, reporting, and people analytics.
- Embed AI into HRIS workflows, analytics pipelines, and compliance processes.
- Define and drive global Total Rewards strategy including compensation philosophy, job architecture, equity programs, and benefits design.
- Own global benefits strategy in a self-insured environment with vendor management for US and India.
- Leverage Workday to run compensation cycles, open enrollment, and headcount audits.
- Lead annual compensation lifecycle from merit to board-level reporting.
- Partner with Finance, Legal, and Enterprise Technology on HRIS and data integrity.
- Support Talent Acquisition operations, ATS configuration and TA dashboards.
- Ensure HR policy governance and multi-state employment law adherence.
- Build workforce data and analytics infrastructure for predictive insights.
- Lead and develop a high-performing HR operations and compensation team.
- Represent HR as a strategic partner to leaders and cross-functional stakeholders.
