Job summary

OpenGov, headquartered in San Francisco with offices in Chicago, seeks a Senior Director of HR Operations & Total Rewards to architect HR infrastructure with an AI-native mindset. You will own global total rewards, HR operations, analytics, immigration and compliance, and lead a high-performing team to implement self-serve, AI-enabled processes.

You will drive compensation, equity, benefits, and HRIS governance, partnering with IT/Engineering to embed AI into workflows and ensure data integrity

Qualifications

• 10+ years of progressive HR experience with deep expertise in at least two areas (compensation design, HR operations, HR systems or total rewards).
• Proven track record leading compensation programs at scale, including salary structure design, equity compensation, executive pay, and annual review cycle management.
• Senior leadership experience with direct team management and cross-functional executive influence; strong HRIS knowledge (Workday).
• Ability to build and deliver people analytics and workforce reporting to senior audiences.
• Deep understanding of multi-state HR compliance (EEO, FLSA, state regulations).
• Fluency with AI-enabled tools in HR, including evaluating, piloting, or deploying AI/automation.

Responsibilities

• Champion an AI-native approach to HR operations and total rewards with automated, self-serve processes.
• Embed AI into HRIS workflows, analytics pipelines, and compliance processes using Workday, Ashby, and Claude Enterprise.
• Define and drive OpenGov's global Total Rewards strategy, including compensation philosophy and benefits design.
• Own global benefits strategy in a self-insured environment, renewals, and vendor management for US and India.
• Own the annual compensation lifecycle end-to-end: merit planning, market benchmarking, offer modeling, promotions, and executive reviews.
• Lead HR systems governance, data integrity, and platform decisions; partner with IT/Engineering on implementations.
• Support Talent Acquisition operations, configuring ATS (Ashby), building TA dashboards, and integrating recruiting tech with HR data workflows.
• Ensure HR compliance and risk management across policy governance and multi-state employment law.
• Build workforce data analytics infrastructure enabling leadership with headcount, compensation, and actionable insights.
