Job summary

OpenGov is seeking a Senior Director of HR Operations & Total Rewards to architect and lead the HR infrastructure with an AI-native mindset. You will own Total Rewards, HR Operations, Talent Acquisition Ops, analytics, immigration, and compliance—driving data-driven decisions and empowering managers to self-serve.

You will embed AI across HRIS, analytics, and benefits design, lead a global compensation lifecycle, and build a scalable, self-service benefits ecosystem.

Qualifications

• 10+ years HR experience with deep expertise in at least two areas: compensation, operations, systems, or total rewards.
• Experience leading compensation programs at scale, including salary structure design and equity programs.
• Senior leadership experience with direct team management and cross-functional influence.
• Strong knowledge of HRIS platforms (Workday) and IT/Engineering collaboration.
• Proven ability to build analytics and workforce reporting for executives.
• Deep understanding of multi-state compliance (EEO, FLSA).
• Fluency with AI-enabled tools in HR contexts.

Responsibilities

• Champion AI-native HR operations and total rewards to reduce manual work and enable self-service.
• Embed AI into HRIS workflows, analytics, and compliance processes.
• Define and drive OpenGov's global Total Rewards strategy and compensation philosophy.
• Own global benefits strategy in a self-insured environment (US/India).
• Configure Workday to run compensation cycles, enrollments, and audits.
• Lead annual compensation lifecycle and executive compensation reviews.
• Partner with Enterprise Technology on HRIS configuration and data integrity.
• Support Talent Acquisition operations, ATS configuration, and dashboards.
• Ensure HR compliance and risk management across policy governance.
