Job summary

Council on Aging (COA) seeks an AI Human Resources Business Partner to drive organizational development and culture through AI-enabled insights and ethical governance. The role leads recruitment, benefits administration, and workforce analytics, harnessing AI tools to improve employee experience, decision-making, and workforce effectiveness.

Qualifications

  • Bachelor's degree in human resources, Organizational Development, Business Administration, Industrial/Organizational Psychology, or related field.
  • Three (3) or more years of progressive Human Resources experience.
  • Experience utilizing workforce analytics, HRIS systems, and AI-enhanced business tools.
  • Experience in organizational development, talent acquisition, benefits administration, or employee relations.

Job description

The AI Human Resources Business Partner serves as a strategic and operational leader responsible for leveraging artificial intelligence, workforce data, and human-centered practices to strengthen organizational development, employee safety, recruitment, benefits administration, and workforce effectiveness.

This position combines traditional Human Resources expertise with AI-enabled tools and analytics to improve employee experience, streamline HR processes, enhance decision-making, and support organizational growth. The role partners with leaders across the organization to identify workforce challenges, implement innovative solutions, and ensure people strategies align with organizational goals.

The ideal candidate has strong HR knowledge, change management skills, analytical thinking, and a commitment to ethical and responsible AI use in the workplace.

Organizational Development & Culture
  • Develop and implement organizational development strategies that support workforce development, continuous improvement, and workforce effectiveness.
  • Utilize AI-powered analytics to identify workforce trends, organizational risks, and opportunities.
  • Support leadership development, succession planning, career development, and change management initiatives.
  • Partner with leaders to improve team effectiveness, accountability, communication, and organizational culture.
  • Design and recommend workforce planning strategies based on organizational needs and future talent requirements.
Recruitment & Talent Acquisition
  • Lead recruitment and staffing efforts using AI-enabled sourcing, screening, candidate engagement, and talent intelligence tools.
  • Analyze hiring metrics and labor market trends to improve recruitment outcomes.
  • Develop talent pipelines for critical positions and emerging workforce needs.
  • Ensure equitable, ethical, and legally compliant hiring practices.
  • Collaborate with hiring managers to improve candidate experience and recruitment efficiency.
  • Monitor recruitment KPIs and provide recommendations for continuous improvement.
Workforce Analytics & AI Integration
  • Evaluate and implement AI tools that improve HR operations and employee services.
  • Develop dashboards, reports, and workforce metrics that support organizational decision-making.
  • Analyze employee engagement, turnover, recruitment, training, benefits, and safety data.
  • Utilize AI and predictive analytics to identify safety risks, incident trends, and prevention opportunities.
  • Use AI-enabled tools to improve employee understanding of benefits and self-service capabilities.
  • Use AI-enabled tools to analyze benefits utilization, participation trends, and employee feedback.
  • Provide actionable recommendations to leaders using workforce intelligence and predictive analytics.
  • Ensure transparency, fairness, compliance, and responsible AI governance in all HR applications.
Strategic Partnership
  • Serve as a trusted advisor to leaders on workforce planning, organizational effectiveness, and talent management.
  • Participate in strategic planning and organizational improvement initiatives.
  • Support organizational restructuring, job design, process improvement, and change initiatives.
  • Collaborate with departments to align human capital strategies with business objectives.
  • Lead or take part in special projects related to innovation, technology adoption, and workforce transformation.
  • Collaborate and assist AI- Integrator to improve work processes across the organization.
AI Governance, Risk, and Compliance
  • Ensure proposed People Services AI use cases are submitted through COA's AI intake, risk assessment, and governance approval process before use.
  • Identify HR AI use cases involving sensitive data, vendors, automation, or decision support that require privacy, security, compliance, legal, or vendor review.
  • Maintain documentation of approved HR AI use cases, business purpose, data involved, human review steps, controls, training, testing, and sustainment plans.
  • Partner with Compliance, Privacy, Security, Legal, TIS, and People Services leadership to ensure HR AI initiatives comply with COA policy, contractual obligations, privacy/security expectations, and audit readiness requirements.
  • Demonstrate understanding of employee data confidentiality, minimum necessary use, role-based access, approved storage locations, and appropriate handling of sensitive HR information when using AI-enabled tools.
  • Review AI-assisted HR materials for fairness, confidentiality, and COA policy compliance. Escalate concerns involving bias, discrimination, profiling, or inappropriate reliance on AI.
Education

Bachelor's degree in human resources, Organizational Development, Business Administration, Industrial/Organizational Psychology, or related field required.

Experience
  • Three (3) or more years of progressive Human Resources experience.
  • Experience in organizational development, talent acquisition, benefits administration, or employee relations.
  • Experience utilizing workforce analytics, HRIS systems, and AI-enhanced business tools.
  • Experience managing organizational change and cross-functional projects preferred.
