This position may be filled as Safety Compliance Officer (SCO) Trainee if there are no fully qualified SCOI candidates in the applicant pool. The hiring salary for a SCO Trainee is $55,823. The hiring salary for a fully qualified SCOI is $61,000.

The North Carolina Department of Labor is charged by statute with promoting the health, safety and general well-being of the workers in the state. The laws and programs the Department administers affect every worker in the state. The Department is organized into three primary divisions which carry out the Department's principle regulatory, enforcement and promotional programs, and the administrative operations. The Occupational Safety and Health Division (OSH Division or OSHNC) of the Department of Labor, under the direction of the North Carolina Deputy Commissioner of Labor, is the lead state agency with the responsibility of fostering safe and healthy workplaces for more than four million employees and migrant workers in more than two hundred seventy-five thousand workplaces in North Carolina by educating, developing, and enforcing compliance to safety, health, and agriculture laws, rules, regulations, and standards.

OSH Compliance Bureaus: OSH Compliance, comprised of the East, West and Agricultural Safety and Health Bureaus, conducts compliance inspections to identify safety and health hazards that are in violation of OSHA standards, documents those violations, and then issues the appropriate citations and penalties per established procedures. The Compliance inspectors identify corrective measures for each hazard and work closely with the employer to ensure implementation of those measures. They investigate safety & health complaints filed by employees as well as accidents, fatalities, and catastrophic events in the workplace, and assist with training & outreach activities statewide.

This is entry-level professional work in a 36-month training progression as Safety Compliance Officer Trainee. The trainee will be given supervised, on-the-job training by qualified Safety Compliance Officers in the development of job skills and experience. Upon successful completion of the training, Associates may be allocated up into an OSHA Safety Compliance Officer I position which includes the following description of work below:

Safety Compliance Officer (SCO) position requires identifying workplace hazards (and potential hazards); recommending citations for alleged violations and making appropriate referrals; inspecting a variety of establishments; performing safety and health hazard assessments; evaluating employer's hazard abatement efforts; preparing reports, investigating fatalities, accidents and complaints as required by the Occupational Safety and Health Act. After successful training program the Trainee should qualify to perform these duties.

This position is located in the Agricultural Safety and Health Bureau (ASH). In addition to conducting compliance inspections, ASH inspectors perform safety and health related pre-occupancy and post-occupancy inspections of migrant farmworker housing in accordance with the Migrant Housing Act of North Carolina. During preoccupancy inspections, ASH inspectors work in a consultative role to identify hazards and violations, provide abatement assistance, approve abatements, and certify migrant farmworker housing. The position requires someone who is culturally sensitive, consistent, flexible, practical, and able to work with a wide range of personalities. The person in this position must be responsive to the community we serve and the needs of the bureau. Efficient and proactive scheduling practices are essential as well as strong time-management skills. Inspectors in this position will also develop, coordinate, and conduct occupational safety and health training for employers and employees.

This position is a telework position and will work out of a home office (high speed internet connection is required). Extensive, weekly travel throughout the state is required with overnight stays. Applicants must reside in Guilford, Mecklenburg, or Wake County. Applicants in contiguous counties may be considered if the applicant resides in a county west of Wake County and are located within 15 minutes of a major highway. Internal applicants who are fully qualified, released CSHOs may be considered regardless of the county/location where they reside.
During the months of December through May, work assignments will be in the western part of the state and weekly overnight stays will be required. During the months of May through November, work assignments may be in any part of the state. Training occurs throughout the year and may take place anywhere in the state. Location of work assignments will be assigned based on the needs of the bureau and are subject to change. A state-issued vehicle will be provided for work-related travel.

If there are no qualified candidates remaining in the applicant pool who meet the minimum Education and Experience or Knowledge, Skills and Abilities required for the position, the agency may consider for this position a trainee who does not meet the minimum requirements. Salary for a trainee may be set at a lower level than the classification salary range and recruitment range that is listed in the posting with the salary being adjusted up accordingly when the trainee has obtained the necessary additional minimum education and experience to fully meet the minimum qualifications as outlined in the classification specification.

The SCO, with an understanding of industrial engineering concepts, must be knowledgeable and decisive in consistently applying the OSHNC standards.
Must be a self-motivated professional who has outstanding time management, database management, and scheduling skills.
Must be physically, mentally and emotionally capable of conducting independent inspections.
Must have excellent documentation and writing skills to write legally defensible reports and must be proficient in Microsoft Word, Excel and PowerPoint.
The SCO trainee must have excellent verbal communication skills. Duties of a SCOI include speaking with complainants, employers, state and local agencies (including law enforcement) and NCDOL personnel.
Fluency in English and Spanish (speaking, reading and writing) is required.
Must be a team player with a positive attitude.
Position will be required to evaluate and make recommendations on unusual problems.
Extensive in-state travel.
Valid Driver’s License is required.

SCOI:
Bachelor's degree preferably with a major in occupational safety, industrial management or technology, industrial engineering, industrial arts, engineering operations, or a closely-related curriculum from an appropriately accredited institution and two years of experience in occupational safety and health inspections; or Associate s degree in industrial safety and health technology, or a closely-related curriculum from an appropriately accredited institution and four years of experience in occupational safety and health inspections; or an equivalent combination of education and experience.

SCO Trainee:
Bachelor’s degree preferably with a major in occupational safety, industrial management or technology, industrial engineering, industrial arts, engineering operations, or a closely-related curriculum from an appropriately accredited institution; or Associate s degree in industrial safety and health technology, or a closely-related curriculum from an appropriately accredited institution and two years of experience in occupational safety and health inspections, or an equivalent combination of education and experience.
