Job summary

Abacus Technology Corporation is seeking a Project Manager to lead and oversee technical tasks for the NOAA Office of Marine and Aviation Operations (OMAO). This full-time role requires coordinating MACC IT projects, developing charters and risk registers, and guiding Agile processes across multiple teams.

Responsibilities include managing schedules, WBS, and backlogs, while facilitating sprint sessions and ensuring stakeholder alignment.

Qualifications

4+ years in project and IT service management.
Bachelor’s degree in a related field.
PMP, CSM, or PSM certification.
Experience with Charters, Risk Registers, schedules, and WBS.
Experience with Agile methodologies and training.

Responsibilities

Lead and support MACC IT projects and initiatives, ensuring alignment with goals, timelines, and budgets.
Collaborate with internal MACC personnel and external stakeholders (OMAO, NOAA OCIO, vendors).
Develop and maintain project documentation (e.g., Project Charter, Risk Register).
Develop and manage project schedules, milestones, dependencies, and critical path items.
Create Work Breakdown Structures (WBS) and track work package implementation.
Identify project risks, develop mitigation strategies, and track to closure.
Identify and implement suitable project management framework (e.g., Scrum, SAFe).
Provide Agile training and coaching to team members and stakeholders.
Facilitate sprint sessions and project meetings.
Record and manage product and project backlogs.
