Job summary

Abacus Technology Corporation seeks a Project Manager to lead MACC IT projects for the NOAA Office of Marine and Aviation Operations (OMAO).

You will collaborate with internal MACC staff and external stakeholders across OMAO, NOAA OCIO, and vendors; develop and maintain project documentation, schedules, and WBS; manage risks and Agile coaching.

Qualifications

• 4+ years of project and IT service management experience.
• Bachelor’s degree in a related field.
• Must be PMP, CSM, or PSM certified.
• Experience developing Project Charters, Risk Registers, schedules, and Work Breakdown Structures.
• Experience with Agile methodologies and able to provide training.
• Proven success leading cross-team delivery in complex, multi-application environments with strong organizational skills.
• Experience in technical or managerial business roles with strong customer service and problem-solving skills.
• Experience with MS tools including Office, Project, and Visio.
• Strong communication skills with discretion handling confidential information.
• Must be a US citizen.

• Facilitate sprint sessions and project meetings.
• Record and manage product and project backlogs.

Responsibilities

• Lead and support MACC IT projects and initiatives, ensuring alignment with organizational goals, timelines, and budgets.
• Collaborate closely with internal MACC personnel and external stakeholders throughout OMAO, NOAA OCIO, vendors, and others.
• Develop and maintain project documentation (e.g., Project Charter, Risk Register).
• Develop and manage project schedules, clearly identifying milestones, dependencies, and critical path items.
• Develop Work Breakdown Structures (WBS) and track implementation of work packages.
• Identify project risks, develop mitigation strategies, and track to closure.
• Identify and implement the most suitable project management framework (e.g., Scrum, SAFe) to meet specific project objectives and requirements.
• Provide Agile training and coaching to team members and stakeholders to define and manage expectations throughout the project lifecycle.
• Facilitate sprint sessions and project meetings.
• Record and manage product and project backlogs.

Qualifications

4+ years experience in project and IT service management role. Bachelor’s degree in a related field. Must be PMP, CSM, or PSM certified. Experience developing Project Charters, Risk Registers, schedules, and Work Breakdown Structures. Experience with Agile methodologies and able to provide training. Proven success in leading cross-team delivery in complex, multi-application environments, demonstrating strong organizational skills and attention to detail. Experience in technical or managerial business roles related to functional responsibilities, with strong customer service and problem-solving skills. Experience with MS tools including Office, Project, and Visio. Strong communication skills, with responsiveness and discretion in handling confidential information. Must be a US citizen.
