Job summary

The City of Phoenix Housing Department seeks engaged Project Managers to lead affordable housing projects funded by HUD programs, including HOME and HOPWA. You will coordinate proposals, underwrite budgets, monitor subrecipients, and negotiate contracts with legal, procurement, and management teams.

Ideal candidates communicate clearly, solve problems, and work independently while becoming subject matter experts in HUD grant rules and regulations.

Qualifications

• Four years of experience in urban development or related projects.
• Bachelor's degree in public/administration, urban planning, architecture, or a related field.
• Background checks and fingerprint requirements apply.
• Valid driver's license and, if applicable, City vehicle use.

Responsibilities

• Coordinate proposals and calls for project applications.
• Underwrite budgets and ensure compliance with federal requirements.
• Monitor subrecipients and manage contracts and amendments.
• Oversee construction projects from start to closeout.
• Review budgets and expenditures monthly and report findings.
• Prepare HUD and agency reports and attend site meetings.
• Review draws, invoices, and change orders for cost reasonableness.
