The City of Richmond, Department of Housing and Community Development, is seeking a Project Development Manager to oversee HCD projects and programs. You will manage subrecipient grants, ensure compliance with NEPA and HUD guidelines, and drive the city’s affordable housing initiatives using federal entitlement funds.

Responsibilities include budget oversight, performance targets, and coordination with city departments and external partners.

Qualifikationen

• Bachelor's degree required or equivalent
• Two years of related experience required
• Equivalent combination of training and experience may be used to meet qualifications

Aufgaben

• Manages grants and contracts with subrecipients funded by federal programs
• Tracks and provides TA on Section 3 and Davis-Bacon compliance for HCD projects
• Assists with environmental review and NEPA/HUD compliance
• Ensures program delivery aligns with Master Plan, Consolidated Plan and CAPER
• Responds to audit findings and coordinates grants/reports as needed
• Monitors subrecipient performance and compliance
• Serves as liaison with internal/external partners and agencies
• Attends staff, council, provider/partner, and public meetings
• Presents reports and project updates
