Texas ESC Region 16 in Amarillo seeks an Administrator of Software Development & Cloud Integration to lead AI-driven development and cloud integration initiatives. Qualifications

Primary Purpose:

This staff member will lead, manage, and build software development projects and artificial intelligence driven development for the Region 16 Education Service Center (ESC), focusing on seamlessly integrating modern technology, agentic software development, and AI solutions to meet educational needs. This role entails managing cloud infrastructure and AI workloads using Google Cloud Platform (GCP) serverless architectures, overseeing development staff, managing projects using Microsoft DevOps, adhering to SCRUM methodologies, driving AI integration strategies, and directly interacting with customers and organizational leadership to recommend project directions and strategic roadmaps.

Qualifications:
  • Education/Certification:
    • Bachelor’s Degree required (Master’s Degree in Computer Science, Information Systems, or a related technology leadership field preferred).
  • Skills:
    • Advanced Leadership & Strategy: Proven administrative or senior management skills with a focus on enterprise technology strategy and scaling development teams.
    • Agentic & AI Development: Deep understanding of AI orchestration, Large Language Model (LLM) integration, Retrieval-Augmented Generation (RAG) pipelines, and multi-agent frameworks (e.g., LangChain, AutoGen, CrewAI).
    • Software Architecture: Strong proficiency in modern software architecture, specifically utilizing C#, Angular, and Material Design, with the ability to integrate AI agents into these existing frameworks.
    • Project & Lifecycle Management: Advanced proficiency in enterprise project management using Microsoft DevOps and scalable Agile/SCRUM methodologies.
    • Infrastructure Expertise: Demonstrated technical knowledge in server management, cloud platforms (Azure/AWS/GCP), networking, and virtual environments necessary to support both standard and AI-driven applications.
    • Executive Communication: Excellent presentation and interpersonal skills, capable of translating complex AI and technical concepts for diverse stakeholders, customers, and executive leadership.
    • Innovation: High capacity to conceptualize, design, and recommend future‑proof technology roadmaps that seamlessly blend organic coding with autonomous AI tools.

Working Conditions:

Major Responsibilities and Duties:

Strategic & AI Leadership

  • Architect and direct the ESC’s transition toward an AI-augmented development lifecycle, focusing on building and deploying agentic workflows that automate complex tasks and enhance user experiences.
  • Advise organizational leadership on long-term technology roadmaps, AI development strategies, and infrastructure investments to align with ESC's educational goals.
  • Lead the research, evaluation, and implementation of new AI models, prompt engineering standards, and machine learning tools to supplement organic software development.

Team & Project Administration

  • Manage, mentor, and elevate programming and development staff, guiding the team's upskilling from traditional software engineering into AI and agentic development practices.
  • Direct the lifecycle of enterprise technology projects, overseeing hybrid workflows where human developers and AI tools collaborate efficiently.
  • Govern project management standards using Microsoft DevOps and enforce advanced SCRUM methodologies across multiple project tracks.

Technical & Security Oversight

  • Design and oversee the development of secure, scalable software applications using Region 16 coding standards, primarily in C#, Angular, and Material Design.
  • Direct server management, application hosting environments, and cloud infrastructure to ensure they meet the heavy computational demands of AI and LLM integrations.
  • Collaborate with Information Security to establish and enforce strict governance, data privacy, and compliance standards across all software, cloud, network, and AI-related services.

Customer & Stakeholder Engagement

  • Prepare and deliver executive-level customer presentations, providing strategic insights into how traditional and AI-driven solutions yield organizational benefits.
  • Partner with training and support teams to ensure customers and internal staff are educated and engaged with newly deployed software and AI tools.
  • Coordinate seamlessly with internal staff and external consultants to ensure complex project requirements are met on time and within budget.
