The City of Mission Viejo is seeking a versatile, highly analytical, and collaborative professional to join our Administrative Services team. Under general direction, you will perform a variety of complex technical and professional functions that keep our city operations running smoothly, transparently, and efficiently. If you are a problem-solver who thrives on data analysis, operational efficiency, and cross-departmental collaboration, this role offers an impactful opportunity to support vital public programs and community initiatives.

Currently, there is one (1) full-time vacancy normally scheduled to work Monday to Friday from 8:00 a.m. to 5:00 p.m. but may vary depending on the needs of the City including after-hours Commission and/or City Council meetings. This is an FLSA exempt position and is not entitled to overtime.

Appointment of an applicant to fill the vacancy may be made from either the Administrative Services Analyst or the Senior Administrative Services Analyst classifications and the selection will be based on the applicant that most closely meets the requirements of the position and best suits the particular needs of the City of Mission Viejo. The eligibility list established for this position may be used to fill future full-time, part-time or temporary Administrative Services Analyst or the Senior Administrative Services Analyst vacancies.

The first round of Zoom interviews is tentatively scheduled for the week of October 12, 2026. Only one date will be available for an applicant to attend. The City will not accommodate applicant scheduling requests for alternative dates and it is recommended that you plan your calendar accordingly.

Your impact
  • Program Administration: Administer core Administrative Services programs, including municipal budgeting, centralized purchasing, contract administration, risk management, and grant compliance.
  • Research & Analysis: Conduct thorough research and prepare comprehensive financial analyses, ensure compliance, and produce detailed reports to support executive decision-making.
  • Process Optimization: Analyze departmental practices and operational procedures to recommend innovative organizational, procedural, and policy improvements.
  • Strategic Departmental Support: Provide complex, responsible assistance and expert guidance to various City departments regarding procurement, risk, and fiscal policies.
  • Management Support: Deliver administrative and analytical backup to Administrative Services management staff and perform other related duties as required.
  • As a Senior Analyst: In addition to the above, perform the most complex assignments that require extensive knowledge and proficiency. Serve as a subject‑matter‑expert & mentor to professional, technical, and/or administrative support staff.

YOUR TEAM

Our Business Partners, i.e. our City Council, Executive Management, fellow employees and vendors look to the Administrative Services Department for expert advice and consultation in all financial, human resources, and risk management affairs. Financial management responsibilities include: developing financial policies and monitoring compliance; coordinating the long-range financial planning and two-year budget efforts of the City; monitoring revenues; billing, collecting, investing, and disbursing all funds; accounting, financial reporting and serving as liaison to the City’s external auditors; overseeing the City’s de‑centralized purchasing activities; overseeing the financial information software (Tyler Munis); providing financial services to the Community Development Financing Authority, Housing Authority, and the Successor Agency; and providing staff support to the City’s Investment Advisory Commission.

IDEAL CANDIDATE
  • A Broad‑Spectrum & Experienced Analyst: Comfortable pivoting between budget tracking, contract oversight, risk mitigation, and grant reporting. Has considerable experience using financial information software & is inquisitive to recommend enhancements.
  • An Operational Thinker:Looks at existing processes and naturally identifies ways to make them leaner, faster, or more cost‑effective. Flexible self‑starter who is enthusiastic, eager to learn, and works independently with minimal supervision. Masters their responsibilities & understands the purpose behind their work.   • A Clear Communicator: Able to synthesize complex financial or operational data into clear, actionable reports and present them effectively to city leaders and diverse departments.
Knowledge of:
  • Administrative principles and practices, including goal setting and program development.
  • Municipal finance software report writing.
  • Principles and practices of municipal finance administration and budgeting, purchasing, risk management, treasury, and governmental accounting functions.

QUALIFICATIONS

Administrative Services Analyst: Equivalent to graduation from an accredited four‑year college or university with major course work in business, public administration, accounting, finance, or a field related to the work and two (2) years of recent, related and responsible budgeting, purchasing, risk management, administrative and analytical experience. Additional years of experience may be substituted for the education requirement on a year‑for‑year basis up to a maximum of two (2) years. Experience utilizing Tyler ERP software and working in a public agency is highly desirable.

Senior Administrative Services Analyst: In addition to the above, two (2) years of professional journey‑level analytical experience in budgeting, contract monitoring, or organizational research.

LICENSE OR CERTIFICATE

A driver’s license is not required, but the employee must be able to arrange reliable and timely transportation to offsite facilities and vendors to complete essential functions as determined by assignment.
