Job summary

City of Redlands seeks an experienced administrative and analytical professional to support the Fire Department's managerial functions and citywide goals. You will assist in policy development, budget planning, and grant administration, with supervision of clerical staff as needed.

Under direction, you will collect and analyze information, prepare budget documents, monitor expenditures, research grants, coordinate recruitment, and process payroll and personnel tasks.

Qualifications

  • Bachelor's degree in public or business administration, accounting, finance, economics or related field.
  • Five years of administrative and analytical experience in local government.
  • California driver's license required at appointment.
  • Notary Public license within twelve months (Police/City Attorney/City Manager's office only).

Responsibilities

  • Collects, analyzes information for department programs.
  • Prepares mid-year and end-of-fiscal year budget documents.
  • Maintains budgeting controls and monitors revenue/expenses.
  • Researches and writes grant proposals and conducts audits.
  • Coordinates department recruitment activities and personnel decisions.

Job description

The current vacancy is located in the Fire Department. This recruitment will be used to establish an eligibility list to be used to fill future vacancies Citywide.

Under direction, performs a variety of complex professional administrative and analytical work in support of Department managerial functions; recommends action and assists in formulating policy and procedure and in budget development and administration; and provides technical and responsible assistance to the Department Head. May exercise supervision over clerical and administrative support staff.

Examples of duties include, but are not limited to, the following:
  • Collects, compiles, and analyzes information from various sources on a variety of specialized topics related to programs administered by the position;
  • Participates in the preparation of mid-year and end-of-fiscal year budget documents;
  • Maintains and monitors appropriate budgeting controls;
  • Researches and writes grant proposals; conducts audits;
  • Coordinates the departments recruitment activities and participates in personnel decisions as appropriate;
  • Performs payroll and personnel functions as needed;
  • Prepares comprehensive technical records and reports to present and interpret data, identify alternatives, and make and justify recommendations;
  • Performs research and analysis on administrative, fiscal, personnel, and operational problems or issues;
  • Directs and evaluates the work activities of assigned clerical and administrative personnel;
  • Prioritizes and coordinates work assignments;
  • Coordinates special projects as assigned;
  • Reviews work for accuracy and recommends improvements in work flow, procedures and use of equipment and forms;
  • Assists in the drafting and implementation of Department policies, objectives, and procedures;
  • Performs analysis on various accounts as needed for audit and other purposes;
  • Monitors expenditure and revenue activity;
  • Prepares various reports related to budgetary issues;
  • Participates in the preparation of Department revenue and expenditure forecasts;
  • Develops estimates of funding required for staffing and equipment;
  • Tracks Department purchases and maintains purchasing records;
  • Researches and prepares purchase requisitions;
  • Builds databases and spreadsheets of financial, budgetary, and other data;
  • Drafts reports and recommendations on assigned projects;
  • Conducts internal audits and coordinates other audits as needed;
  • Independently performs complex and responsible analytical work in support of Departmental functions, programs, goals and objectives;
  • Assists in the coordination of City Council agenda packet distribution.
  • Attends and participates in meetings as required;
  • Responds to requests for information; and
  • Performs related duties as assigned.
When assigned to the Library:
  • Assists the director in framing the Library Board's vision and strategies;
  • Oversees the Library and Lincoln Shrine's endowment investment portfolios;
  • Interacts with current and potential donors; and
  • Schedules and oversees meeting spaces in various locations;
When assigned to the Police Department:
  • Prepares and processes DAG-71 forms for DEA Equitable Sharing;
  • Serves as Department Notary;
  • Serves as Department liaison for SB90 and Fee Study and with Turbo Data (parking citations) and the City's Revenue Division;
  • Acts as Police Executive Assistant to the Chief of Police in his/her absence;
  • Negotiates and coordinates in the development of contracts for professional services; and
  • Interfaces with legal counsel as required
Education:
  • A Bachelor's degree from an accredited college or university with major course work in public or business administration, accounting, finance, economics or a related field. For degrees obtained outside of the U.S., an official equivalency evaluation is required.
Experience:
  • Five years of administrative and analytical experience, preferably within a local government environment, in the collection, compilation, and analysis of data involving financial, budgetary, or administrative issues.
Licenses and Certificates:
  • Possession of, or the ability to obtain, a valid California driver's license at the time of appointment.
  • Possession of a Notary Public license within twelve (12) months of appointment. (Police and City Attorney/City Manager's office only)
Special Requirements:

Essential functions and dutiesrequire the following physical abilities and work environment:

  • Ability to work in a standard office environment; ability to travel to different sites and locations;
  • Regularly required to talk or hear. Required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
  • Occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl.
  • The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
