The State of North Carolina, Department of Agriculture and Consumer Services, is seeking an Administrative Officer I (NS) who will administer the Food Distribution Division’s office functions.

Responsibilities include managing the division’s budget, grants, and purchasing; acting as liaison with fiscal staff; and handling federal funds, audits, and procurement tasks. Telework is available for one day per week where feasible.

Qualifications

  • Bachelor’s degree with 1 year of HR, budgeting, research or administrative management experience, or a like combo.
  • Experience with NCFS, e-procurement, and state surplus property systems.
  • Proficiency in Microsoft Office (Word, Excel) and related software.

Responsibilities

  • Oversee administrative, fiscal, and purchasing for the Administrative Office of the Food Distribution Division.
  • Manage division budget, grant administration, and procurement processes.
  • Serve as primary contact with agency fiscal staff; coordinate audits and reporting.
  • Draw down federal funds; handle accounts payable and vendor follow-up; maintain records.
  • Assist in fixed assets and timekeeping, processing POs and invoices.

Food Distribution administers six food programs for USDA.This position is responsible for all administrative, fiscal, and purchasing for the Administrative Office of the Food Distribution Division under the general supervision of the division director. Duties include oversight and management of the division budget, grant administration, and purchasing. This position serves as the division’s contact regarding all financial and administrative activities. This position administers and manages all aspects of the division’s appropriated and grant budgets; is responsible for representing the division during audits performed by the State and Federal auditors; and is the primary contact with agency fiscal and budget staff. Duties involve drawing down federal funds; accounts payable; e-procurement; working with and following up with vendors; responsible for transporting bank deposits; working on procurement; assisting in maintenance of fixed assets/records; processing expense accounts; timesheet program hours; processing purchase orders; coding invoices; payroll reports and maintaining records and reports.
