The State of North Carolina - Agriculture & Consumer Services is seeking an Administrative Officer I to manage grants, contracts, and division budgeting in the Food & Drug Protection Division. You will prepare reports, monitor expenditures, and support program managers with fiscal administration.

This role requires a bachelor's degree with one year of related experience (HR, budgeting, research or admin management) or an equivalent combination, and precise, detail‑oriented work.

Telework options are subject to change at the discretion of management.This position is in the Food & Drug Protection Division. The Food & Drug Protection Division has five functioning sections, including the Food Section, the Dairy Section, the Feed Section, the Drug Section, and the Administrative Services Section. In addition, analytical support is provided to the Food & Feed Sections by the Food & Drug Protection Division’s six laboratory branches, i.e. Feed Laboratory, Fertilizer Laboratory, Food Laboratory, Microbiology Laboratory, Residue Laboratory, and Pesticide Formulations Laboratory. The Division protects the health, welfare, and economic interests of consumers of foods, drugs, livestock feeds, fertilizers, and medical devices by ensuring, thorough inspections and analysis, that these products are wholesome and properly labeled.Duties include:* Managing grants/cooperative agreements/contracts for the division.* Assisting Program Managers with compilation of budgetary figures to apply for new/renewal grants.* Reviewing and compiling monthly grants/cooperative agreement/contract expenditures and request reimbursements, as well as completing monthly drawdowns for grants and monthly/quarterly invoicing for contracts.* Preparing quarterly, annual, and final reports for grants/cooperative agreements/contracts.* Monitoring, tracking, and maintaining expenditures on program spreadsheets.* Meeting with program managers and preparing detailed, documented reports on grant/cooperative agreement/contract expenditures, obligations, and remaining balances.* Back up Time Administrator for Division.* Backup for reconciling monthly p-card transactions.* Assisting as backup to Administrative Officer III with budgeting, purchasing, and personnel issues.Knowledge Skills and Abilities/Management PreferencesRecruitment Range: $45,431 - $63,005Knowledge of governmental accounting principles and practices.Ability to communicate clearly and concisely in oral and written form.Ability to independently interpret, apply, and evaluate grant policies and procedures.Efficiency, accuracy, attention to detail, dependable, and flexible.Ability to multitask duties/projects and meet deadlines.Any employment offer may be less than the maximum of the range due to salary equity with similarly situated employees or the selected candidate's related education and experience.Please follow the instructions to apply online.
