Program Description
Phipps Neighborhoods aim to create Pathways to Access, Benefits and a Sustainable Future (PABS) through proactive outreach and resource navigation for a target population of low-income New Yorkers; particularly community members set to experience federal cuts to SNAP, Medicaid and other public benefits resulting from the passage of the “Big, Beautiful Bill”.
PABS is designed to help community members navigate this changing landscape by expanding access to benefits, strengthening community-based outreach, and connecting individuals and families to the support they need to remain stable. The BAPS is grounded in:
