Job summary

The Municipality of Anchorage seeks a finance professional to manage Solid Waste Services payroll, billing and general accounting tasks. You will prepare journal entries, post to financial software, and perform GL reconciliations, asset management, and depreciation monitoring. You may assist in audits and lead the unclaimed property program.

A CPA or accounting degree pathway is required, with related work experience. Background checks and state employment suitability apply.

Responsibilities

  • Handle SWS department payroll duties and related processing.

  • Maintain asset records, capitalization and retirement in the accounting system; monitor depreciation.
  • Assist with audit work-papers and respond to auditor inquiries.
  • Lead management of the unclaimed property program.

Job description

Open to the general public and any current Municipal employee.

This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the Union.

DEPARTMENT: Solid Waste Services

HOURS OF WORK: Monday - Friday, scheduled hours to be discussed at time of hire.

LOCATION: CTS - 1208 E. 56th Avenue, Anchorage

Remote work schedule opportunities (telecommuting) may be considered after successful completion of probation, at the discretion of management and with the approval of the department head. Not all positions are eligible for remote work (telecommuting) per P&P 40-40.

Employees who are hired or rehired to any position shall be placed at the entrance pay step, and advancement from the entrance step to the maximum step within a pay grade shall be by successive steps.

Under general supervision of the Finance / Accounting Manager, the incumbent for this position will handle the SWS department payroll duties, customer billing duties, basic accounting duties, and assist with professional administrative support to the SWS Finance department. This position prepares journal entries, loads journal entries to financial software, and performs G/L account reconciliations. this position will assist in the preparation of audit work-papers and assist auditors with questions. This accountant will maintain asset records, capitalizing and retiring assets in the accounting software, and monitor related depreciation expense. This incumbent will act as the lead person in the management of the unclaimed property program.

OR

A certificate as a Certified Public Accountant (CPA) and one (1) year of professional accounting, payroll, or similar work experience.

OR

Associate's degree in Accounting or a related discipline andthree (3) years of professional accounting, payroll, or similar work experience.

OR

Bachelor's degree in Accounting or a related discipline andone (1) year of professional accounting, payroll, or similar work experience.

AND

Employment is conditional based on a satisfactory background check which includes criminal, education, and employment history

Preference will be given to Anchorage Municipal Employees Association (AMEA) employees. AMEA employees who are successful in the screening process will be forwarded to the department for consideration prior to any non-AMEA candidates.

Military Service Interview Preference

Veterans who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs, recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment.The statement of service must be on a form or letterhead of the individual’s command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
