We are looking for a motivated, commercially minded 360° Recruitment Consultant to join our growing recruiting and talent solutions team in the San Francisco Bay Area.
This is a Business Development-focused role, with approximately 60–70% of the role focused on BD and client development and 30–40% on recruitment delivery.
Unlike a traditional delivery-only recruiter position, this role gives you ownership across the full recruitment lifecycle — from identifying and developing new clients, understanding hiring needs, and negotiating recruitment partnerships to talent mapping, candidate sourcing, interview management, offer negotiation, placement, and long-term account development.
You will work with companies across industries including Technology, AI, FMCG, Manufacturing, Healthcare/Life Sciences, and other fast-growing sectors, with particular exposure to Chinese companies expanding in the U.S., cross-border businesses, and U.S.-based companies.
We are looking for someone who is comfortable building business, developing relationships, and delivering results — not simply managing existing recruiting assignments.
Key Responsibilities
Business Development & Client Acquisition
- Identify and develop prospective clients across the U.S. market, with a focus on companies actively hiring and expanding their teams
- Proactively generate new business through LinkedIn, email outreach, cold calls, referrals, industry events, professional associations, trade shows, and networking
- Build and continuously manage a structured client pipeline and target account list
- Develop relationships with business leaders, founders, HR leaders, hiring managers, and other key decision-makers
- Conduct client discovery conversations to understand business plans, organizational structures, hiring priorities, and talent challenges
- Present recruitment solutions, discuss service models and commercial terms, and support contract negotiation and project launch
- Maintain and expand existing client relationships by identifying additional hiring needs, cross-selling opportunities, and repeat business
- Track and improve key BD metrics including client outreach, conversion, signed accounts, active projects, placements, and revenue
Recruitment Delivery & Candidate Management
- Translate client requirements into clear candidate profiles, sourcing strategies, and search plans
- Conduct talent mapping and candidate searches independently or in collaboration with the internal recruiting team
- Source and engage candidates through LinkedIn, recruiting platforms, talent databases, referrals, industry networks, and other channels
- Conduct initial candidate screening and interviews, evaluating professional experience, motivation, compensation expectations, career goals, and work authorization
- Prepare and present qualified candidates to clients with clear and professional candidate summaries
- Coordinate interviews and manage communication between clients and candidates throughout the hiring process
- Support interview feedback, offer negotiation, compensation discussions, onboarding, and post-placement follow-up
- Take ownership of assigned recruitment projects and help ensure a strong experience for both clients and candidates
- Stay current on U.S. hiring trends, talent availability, compensation levels, and industry developments
- Conduct client mapping, talent mapping, salary benchmarking, and market research
- Provide clients with practical market insights regarding candidate availability, hiring difficulty, and competitive talent trends
- Monitor cross-border hiring activity, particularly companies expanding between China and the U.S.
- Contribute to talent market reports, client proposals, and other recruiting or business development initiatives
Qualifications
- Fluent in both English and Chinese, with the ability to communicate professionally with clients and candidates in both languages
- 2+ years of experience in executive search, staffing/recruitment, RPO, HR services, B2B sales, business development, or a related client-facing field preferred
- Previous experience developing clients in the U.S. market or an established U.S. business network is highly preferred
- Strong interest and capability in business development, client acquisition, and relationship building
- Comfortable conducting proactive outreach through cold calls, LinkedIn, email, and in-person networking
- Solid understanding of candidate sourcing, screening, and recruitment processes; experience independently managing recruitment delivery is a plus
- Strong communication, presentation, negotiation, and relationship-management skills
- Strong business acumen and the ability to quickly understand different industries, companies, organizational structures, and hiring requirements
- Self‑motivated, target‑driven, and comfortable working in a performance‑ and results‑oriented environment
- Strong ownership and ability to independently manage multiple clients, prospects, and recruitment projects
- Experience with LinkedIn Recruiter, CRM/ATS systems, recruiting databases, or similar tools is preferred
What We’re Looking For
We value people who are:
- Commercially driven and genuinely interested in building client relationships and generating new business
- Comfortable starting conversations with new people and developing relationships from the ground up
- Proactive and resourceful rather than waiting for assigned leads or open positions
- Curious about different industries, companies, and business models
- Able to balance client development with hands‑on recruitment execution
- Accountable for their own pipeline, follow‑ups, projects, and results
- Collaborative and comfortable working with recruiters and other internal team members
- Interested in building a long‑term career in Executive Search, Recruitment, Talent Solutions, or Business Development
Why Join Us
This role provides the opportunity to develop both the commercial and recruitment sides of executive search.
You will gain hands‑on exposure to client development, account management, cross‑border hiring, talent mapping, candidate engagement, and full‑cycle recruitment while working across a variety of industries and growing companies.
For someone who wants to move beyond a traditional recruiter role and develop into a full‑cycle recruitment consultant with direct ownership of clients and business results, this position offers significant room for growth.
Compensation: [Insert good-faith salary/hourly range] + performance‑based incentive/bonus, if applicable.
