Job summary

TurkStream Offshore Pipeline seeks a Senior HSSE Specialist to plan, organize, supervise and enhance health, safety, security and environmental aspects at the Receiving Terminal in Kıyıköy. The goal is to prevent accidents, incidents and occupational illnesses and to reduce health and safety risks.

You will implement HSSE policies, monitor compliance with Turkish regulations and international standards, lead investigations, develop training programs, and support certification efforts for ISO

Qualifications

• Bachelor degree in engineering, preferable in Mechanical and/or Environmental engineer.
• Required overall experience in oil and gas health and safety - at least 10 years.
• Required experience in a similar HSSE role - at least 5 years.
• Fluency in English and Turkish; Russian is an advantage. OSH certificate A or B (Turkish Government).

Responsibilities

• Plan, organize, supervise and enhance HSSE aspects of CMS at the Receiving Terminal (RT).
• Monitor compliance with national statutory requirements and international HSSE standards.
• Lead investigations of health, safety and security incidents and implement corrective actions.
• Develop and deliver HSSE trainings for employees on safe working practices.
• Advise on PPE standards and conduct site inspections at RT.
• Support ISO 45001 and ISO 14001 certification processes.

We are searching for a Senior HSSE Specialist who will be responsible for planning, organization, supervision and enhancement of Health, Safety, Security and Environmental aspects of CMS (Company Management System) at Receiving Terminal (RT), in Kıyıköy, in order to prevent workplace accidents, security and environmentally related incidents and professional illnesses; to reduce (eliminate) the impact of harmful and/or hazardous work-related factors on the employees and to decrease the level of occupational hazards.

Company information

The TurkStream Offshore Pipeline starts in Anapa, Russia, running over 900 kilometers through the Black Sea to the Turkish coast. The pipeline will help secure energy supplies to Turkiye and South-Eastern Europe in a reliable and sustainable way. We have used state-of-the-art technology, materials and equipment, to safeguard the pipeline’s safe operation for many decades to come.

Function

• Ensuring HSSE policies and standards are understood and implemented as a joint accountability with Environmental Expert and heads of RT structural subdivisions in order to meet Company requirements in implementing the HSSE aspects of CMS (Company Management System);
• Monitoring and ensuring the compliance of the HSSE aspects of CMS (Company Management System) with the relevant national statutory requirements, the Company HSSE Policies and Procedures as well as recommendations of the national and international HSSE standards;
• Determining and adjusting the tendencies for development of the company’s occupational risks management system based on monitoring legislative changes and best practices related to health and safety;
• Monitoring of compliance of RT structural subdivisions with the health and safety legislative and regulatory enactments, implementation of the activities to prevent workplace injuries and occupational illnesses and execution of the measures aimed at creating safe and secure labor conditions within Receiving Terminal (RT);
• Identifying the needs for health and safety training based on the regulatory health and safety requirements and the requirements set by the health and safety rules and instructions;
• Ensuring the employees awareness on new HSSE legislation and regulatory requirements and provision of assistance to the heads of RT structural subdivisions in terms of preparation of the training programs for employees on safe working practices;
• Playing a leading role during the investigation of all health, safety and security related incidents, analyzing the root causes, implementing corrective/preventive actions and preparing written reports on findings;
• Ensuring the employees awareness on Health, Safety and Security legislation and regulatory requirements, and provision of assistance to the heads of RT structural subdivisions in terms of preparation of the training programs for employees;
• Ensuring the provision and advice on standards of required PPE (Personal Protective Equipment) to all employees at Receiving Terminal (RT) and its regular replacement upon request or based on Turkish regulatory requirements;
• Inspecting and auditing the work sites with regard to compliance with the safety requirements; participating in the inspections of facilities, machinery and equipment at the facilities and workplaces;
• Suspending the activities in case of a violation of the HSSE requirements that might threaten the life and health of the employees and report to Chief Engineer– Deputy Head of Branch Turkiye and monitor the status of identified remedial actions;
• Advising on necessary requirements and activities related with HSSE Management system certification process with regards to ISO 45001 and ISO 14001 standard and ensuring the compliance of HSSE aspects of CMS (Company Management System) according to ISO 45001 standard;
• Ensuring the Contractor’s compliance with Company HSSE requirements and Legislative requirements during work execution within Receiving Terminal (RT);
• Being ready to participate in Environmental legislative training and leading environmental scope in case of business necessity;
• Perform other related duties as assigned.

Requirements

• Bachelor degree in engineering, preferable in Mechanical and/or Environmental engineer;
• Required overall experience in the field of occupational health and safety in the oil and gas industries - at least 10 years;
• Required experience in similar position/role - at least 5 years;
• Good knowledge at technical issues especially on LOTO (lag out tag out) system, process safety, confined space, working in explosive atmosphere Atex, working at height, risk assessment methods and implementation, BBS (behavior based safety);
• Occupational Safety Expert Certificate (Turkish Government) - A or B Class;
• Process Safety knowledge desirable;
• Fluency in English (at least Pre-intermediate) and Turkish; Russian is an advantage;
• Confident computer user, advanced user of MS Office.
