Job description

We are recruiting for a Senior Instrumentation and Telecom Engineer to join our team in the Receiving Terminal in Kıyıköy. In this role, you will organize safe work execution, operation and maintenance, sufficient tools and equipment support at the site. You will control the maintenance, repair, inspection and other activities of external (outsourced) and internal (SSTTBV) staff. You will report to the Head of E&I Department Receiving Terminal.

The TurkStream Offshore Pipeline starts in Anapa, Russia, running over 900 kilometers through the Black Sea to the Turkish coast. The pipeline will help secure energy supplies to Turkiye and South-Eastern Europe in a reliable and sustainable way. Function

Senior Instrumentation & Telecom engineer Turkiye branch Receiving terminal

• Ensure smooth operation, proper maintenance, repair and modernization of instrumentation and telecom equipment;
• Manage purchase of equipment, materials and spare parts required for the operation of instrumentation and telecom systems;
• Participate in the testing and acceptance of the instrumentation and telecom equipment and networks, in consideration of the reasons of failures of instrumentation and telecom equipment and develop measures for their prevention, creation of safe working conditions;
• Provide technical supervision for automation, instrumentation and telecom equipment used at the enterprise, and provides preparation for operation;
• Participate in the development and implementation of standards and specifications for automation and telecommunication equipment;
• Ensure compliance with the rules and safety standards in the operation and maintenance of automation and telecommunication networks and systems;
• Prepare materials necessary for the conclusion of contracts for the repair of equipment by contractors;
• Monitor timeliness for the repair and maintenance of instrumentation and telecom equipment in accordance with the approved schedule;
• Support technical documentation for the operation, maintenance, verification and of the necessary instruments;
• Conduct technical training and improve qualification of reported staff;
• Carry out all kinds of HSSE training with the representatives of other organizations;
• Participate in the development of accident-prevention training schedules;
• Support for the system integration activities for RT, LFR and CCR;
• Perform other related duties as assigned.

Functional Safety area

• Act as Functional Safety Consultant for South Stream Transport BV;
• With support from Automation consultants, the role will be to lead the Functional Safety activities as appropriate to the project objects. This will include the following key activities:
• Implementation of the Management of Change process related to all Functional Safety matters and in compliance with local legislation;
• Ensure that their Functional Safety Professional /- certification/training remains valid and are aware of changes and updates in the industry including local legislation requirements;
• Understand intended functionality of systems in a broad Process Control and Process Safety context;
• Generate the necessary Functional Safety documentation for the project objects, following GOST/IEC-61511 FMEA, Fault Tree Analysis, Hazard analysis and Risk Assessment, Functional Safety Concepts, Technical Safety Concepts and relevant local normative documents;
• Lead Functional Safety reviews as needed both internally with the team and with contractors.

Requirements

• Bachelor degree in the fields of Instrumentation, Electrical, Process Control, Computer Science Software or Electric and other relevant fields;
• Knowledge of regulations, directives, orders, methodical and normative materials on the operation of automation, instrumentation and telecom equipment and infrastructure, Electrical Code of Turkiye is a plus, EU, HSSE and Industrial Safety Codes;
• Familiarity with international Codes and Standards (NEN, IEC, ATEX, TSE and GOST) is a must;
• At least 10 years’ experience with Instrumentation, Automation and Control design (ICSS), working and design experience with PLC, ESD, DCS, SCADA and HMI systems, preferably Siemens PCS7;
• Experience with Fire and Gas detection and mitigation concepts and systems;
• Experience as an Onshore Instrumentation and Automation Consultant, experience with auxiliary and supporting systems, such as electrical systems, networks and telecommunication, experience with management of interfaces (other Contractors, disciplines, etc.);
• Good understanding of common oil & gas related tools, such as P&ID’s, Cause & Effect diagrams, control narratives etc.;
• Familiar with the organization and management of the automation and telecom systems and specifications, design features, modes of operation and rules of technical operation of automation and telecom equipment;
• Knowledge of principles of operation, maintenance and reconstruction of the instrumentation and telecom facilities;
• Experience with unified system of preventative maintenance and efficient operation of the equipment, organization and repair technology, Installation methods, adjustment, commissioning and maintenance of automation and telecom equipment, procedure for preparation of applications for energy, equipment, materials, spare parts and tools and procedure of delivery of the equipment for reparation and acceptance of repaired equipment;
• Knowledge of fundamentals of enterprise technology, Labour organization requirements for the operation, repair and modernization of instrumentation and telecom equipment, advanced domestic and foreign expertise in the operation and maintenance of automation and telecommunication equipment;
• Knowledge of fundamentals of economy, production and management;
• Knowledge of rules and regulations of labour protection, HSSE and fire safety in the Republic of Turkiye is preferable;
• Previous experience working in international and multicultural environment as a plus;
• Fluent in English– both written and oral; Turkish or Russian is an advantage;
• Very good verbal and written communication skills;
• Team-playing attitude; keen to work in multicultural contexts;
• Stress and crisis resistant, reliable and highly flexible adjusting to current workload;
• Ability to cope with strict deadlines.

Acting as Functional Safety Engineer

• Higher education in Industrial Automation, Electrical or equivalent field;
• Have a Bachelor’s degree and at least 5+ years relevant experience preferably in the Oil & Gas industry;
• Experience of supporting Functional Safety activities according to GOST/IEC-61511 or documentation as per local legislation requirements;
• Work independent and self-motivated;
• Previous experience of delivering Functional Safety documentation as defined by GOST/IEC-61511 or documentation as per Industrial Safety requirements;
• Experience with hardware and software development in the Oil & Gas.
