Responsibilities

• Monitor tender portals, client pipelines, and public procurement notices to identify opportunities.
• Prepare bid/no-bid analyses and present recommendations to management.
• Compile and submit expressions of interest, prequalification applications, and tender proposals.
• Coordinate input from technical, legal, financial, and commercial teams and consortium partners.
• Review tender documents, track addenda, and manage clarification Q&A processes.
• Maintain company qualification records, reference lists, and key personnel CVs.
• Arrange bid securities, powers of attorney, and other supporting instruments with relevant departments.
• Support negotiation of consortium, joint venture, and subcontractor arrangements for bidding purposes.
• Maintain tender calendar and ensure deadlines and formal requirements are met.
• Record tender outcomes, analyze results, and report lessons learned for future submissions.

Job description

We are looking for an International Tender Specialist to join our team. The ideal candidate will be a university graduate with at least five years of experience in tender and bid management, capable of leading submissions for international tenders from opportunity screening through to contract award.

The role covers the full tender cycle, including the monitoring of tender pipelines, bid/no-bid analysis, the preparation of prequalification applications, and the compilation of technical and financial proposals. The candidate will coordinate input from technical, legal, financial, and commercial teams, work with consortium and joint venture partners, and ensure that every submission is complete, compliant, and delivered within deadline.

Familiarity with the procurement rules applied by public procurement authorities, international financial institutions, and development banks will be considered a strong asset, as will experience with bid securities, powers of attorney, and consortium agreements.

Meticulous document control, structured coordination across multiple workstreams, and the ability to work to fixed submission deadlines are essential.

Fluency in written and spoken English is required, as the position involves preparing submissions in English, corresponding with international clients and partners, and reviewing tender documentation issued by foreign authorities. The position is based in Ankara and involves occasional travel.
