Job summary

Safeguard Global is seeking an HR Services Manager to serve as the trusted HR partner for global clients and workers, guiding on local employment legislation, HR practices, and the employee lifecycle across Turkey and Bulgaria.

You’ll manage end-to-end HR matters, advise on local labor law, and collaborate with Payroll, Sales, Client Success, and global teams to ensure compliant, high-quality service delivery.

Qualifications

• 3–5 years of HR experience with strong knowledge of local employment legislation (Turkish or Bulgarian law).
• Degree in HR or a related field; university education preferred.
• Experience handling a broad range of HR matters independently with strong problem-solving skills.
• Fluency in the local language and English.
• Strong communication, interpersonal, collaboration, and client-service skills.
• Proactive, detail-oriented, and solution-focused mindset.

Responsibilities

• Manage end-to-end employee lifecycle: onboarding, contracts, transfers, performance matters, and offboarding with a compliant experience.
• Act as trusted advisor on local employment law, HR policies, benefits, and market practices for clients and workers.
• Partner with Payroll, Sales, Client Success, and global teams to provide accurate local HR guidance and seamless service delivery.
• Manage HR matters and projects independently, ensuring quality, SLA adherence, compliance, and timely resolution.
• Identify process gaps, risks, and opportunities for improvement and contribute to continuous improvement initiatives.
• Build strong relationships with clients and workers, using feedback to improve service quality, engagement, and satisfaction.
