Job summary

SPDO is seeking a Tender, Proposal and Business Development Specialist for our Istanbul office. You will coordinate national and international tender processes and support management’s BD activities through opportunity research, proposal preparation, documentation, and process management.

Responsibilities include coordinating EOI/RFP processes, preparing proposals and contracts, maintaining references and corporate docs, and monitoring tender platforms.

Qualifications

• Bachelor’s degree in Industrial, Civil or related fields.
• 5–10 years of tender coordination, proposal prep, business development support, or project coordination.
• Excellent written and spoken Turkish and English; strong proposal writing.
• Arabic or another foreign language is advantageous.
• Strong research and analytical skills with ability to prepare clear reports and recommendations.
• Strong quantitative and verbal abilities; comfortable with data analysis and content development.
• Well-organized, detail-oriented; able to manage multiple deadlines.
• Proactive, responsible, and solution-oriented.
• Advanced MS Office proficiency, especially Excel and PowerPoint.
• Familiarity with CRM systems, document management platforms, and tender portals.

Responsibilities

• Coordinate EOI, RFQ, RFP, and similar procurement and tender processes.
• Compile information and facilitate coordination between teams during technical and financial proposal prep.
• Prepare company proposals, contracts, and business development documentation.
• Ensure timely and accurate submission of all proposal documents.
• Maintain and update company references, CVs, project experience records, and corporate documentation.
• Monitor national and international tender platforms regularly.
• Research opportunities funded by WB, EBRD, AIIB, ADB, UN agencies, etc.
• Evaluate opportunities and provide regular reports to management.
• Conduct market research on target countries, sectors, and client groups.
• Conduct background research on target institutions before events.
• Organize meeting schedules, prepare briefing materials, and notes.
• Manage post-meeting follow-up and partner communications.
• Support CRM maintenance and reporting for tender activities.
