Job summary

GATES PCM CONSTRUCTION LTD is seeking a capable leader to oversee work train operations and the project operations team in Singapore. The role focuses on directing workforce planning, shift scheduling, and safe, efficient track-access activities to keep projects on schedule.

You will coordinate with clients, contractors and site teams, ensuring procedures and safety standards are followed while managing risks and incident responses. Strong leadership and communication are essential.

Qualifications

• Minimum 5 years of relevant experience in Works Train operations, railway construction, track access, or related railway environment.
• Diploma in Engineering, preferably Civil, Mechanical, Electrical, or railway disciplines.
• Solid knowledge of railway operations, track access and work train activities.
• Strong understanding of railway safety, procedures and risk management.
• Experience in manpower planning, shift scheduling and resource management.
• Proven ability to lead operations teams in fast-paced settings.
• Excellent communication, coordination and stakeholder management.
• Strong problem-solving and decision-making for operational issues.

Responsibilities

• Provide leadership for work train operations and project operations team to meet objectives.
• Oversee workforce planning, resource allocation, and shift planning.
• Plan and supervise work train movements and track-access activities.
• Coordinate with clients, contractors, site teams and stakeholders for smooth execution.
• Ensure activities comply with operating procedures, plans, safety and regulatory standards.
• Manage operational risks and lead incident response, investigations and recovery.
• Monitor attendance, discipline, training and performance for readiness.
• Identify manpower needs and improve efficiency and utilization.
• Review and oversee preparation of operational and management reports.
