Job summary

The Singapore Public Service, through the Waste Infrastructure and Engineering Division (WIED), seeks an Engineer Officer to help plan, develop and manage future solid waste infrastructure projects, including potential pilot carbon capture facilities aligned with SG Green Plan 2030.

You will conduct feasibility studies, coordinate approvals and funding, oversee schedules, manage procurement and supervise consultants, ensuring safety, timeliness and cost‑effectiveness across projects.

Qualifications

• Degree in Civil, Electrical, Mechanical, Chemical or Environmental Engineering required or related field with experience.
• 2–3 years of relevant engineering experience.
• Knowledge of solid waste management systems and project management.
• Good written and spoken communication skills.
• Mature, independent, resourceful and self-motivated.

Responsibilities

• Conduct feasibility studies, planning, design/financial review and formulate programme/action plans in infrastructure projects.
• Obtain planning approval and funding support.
• Plan and implement project schedules to ensure timely project execution.
• Administer procurement to select consultants/contractors, including tender documents.
• Supervise consultants/contractors and carry out site inspections for safe, timely and cost-effective development.
• Manage funding and budget planning cycles for projects.
• Liaise with internal and external stakeholders.
