Job summary

Chiu Teng Construction Co. Pte Ltd is seeking an experienced Quantity Surveyor to lead tender submissions for building projects, review drawings, BOQ, and contract conditions, and to coordinate cost estimation and tender pricing across bids.

You will source and evaluate subcontractor and supplier quotations, prepare method statements and programmes when required, identify commercial and tender risks, and ensure timely handover of tender costing and documentation to Project teams.

Qualifications

• 8–10 years relevant experience in quantity surveying or pre-contract works.
• Strong knowledge of HDB standard contract conditions, construction law and procurement.
• Experience in tendering / pre-contracts within a building main contractor.
• Hands-on tender pricing, cost estimation, subcontractor quotations and contract review.
• A1 building main contractor experience is highly preferred.
• Knowledge of construction contracts, commercial risks and tendering practices.
• Able to independently handle tender submissions under tight deadlines.

Responsibilities

• Carry out cost estimation, quantity take-off and tender pricing.

• Coordinate preparation of method statements, construction programmes and technical submissions.
• Ensure tender submissions are complete, compliant and submitted within deadlines.
• Identify and assess commercial, contractual and tender risks.
• Attend tender interviews, presentations, clarification meetings and negotiations where required.
• Conduct post-tender reviews and assist with handover of successful tenders to Project and Contracts teams.
• Review post-award documents including LOA, Contract Agreement, BOQ / Schedule of Rates, drawings, specifications and contract conditions.
• Identify discrepancies, omissions or changes from the tender submission and follow up with consultants before contract execution.
• Ensure proper handover of tender costing, quotations and contractual documentation upon project award.

Requirements

• Degree in Quantity Surveying, Building, Construction Management or related discipline
• Minimum 8 to 10 years of relevant experience
• Strong knowledge of HDB standard contract conditions, construction law, and procurement processes
• Strong experience in tendering / pre-contract works within a building main contractor
• Hands-on experience in tender pricing, cost estimation, subcontractor quotations and contract review
• Experience with an A1 building main contractor is highly preferred
• Good knowledge of construction contracts, commercial risks and tendering practices
• Able to independently handle tender submissions and work within tight deadlines
