Job summary

Seatrium (SG) Pte. Ltd. is seeking a Commercial Manager (Tender Lead) to drive end-to-end tender management for offshore substation projects, including HVAC and HVDC platforms.

You will review ITT documents, coordinate multi-disciplinary teams, and develop comprehensive cost estimates and competitive pricing. Responsibilities include negotiations, risk management, and contract finalization within a structured bid process.

Qualifications

• Bachelor’s degree in Engineering, Project Management, Quantity Surveying, or related field.
• Proven tender management or bid management experience for offshore/onshore energy projects.
• Experience with FPSO projects and offshore facilities is preferred.
• Strong understanding of cost estimation, pricing strategies, and commercial risk.
• Ability to coordinate multidisciplinary engineering teams and integrate inputs into proposals.

Responsibilities

• Lead end-to-end tender management for offshore substation projects including HVAC and HVDC platforms.
• Review ITT documents, define bid strategy, and align with project objectives.
• Coordinate timelines, deliverables, and internal approvals for timely submission.
• Consolidate technical inputs into cohesive proposals and cost estimates (EPCI, fabrication, transport).
• Optimize pricing to stay competitive while protecting margins.
• Manage client and internal stakeholder interfaces and conduct tender clarification meetings.
• Identify risks and opportunities; propose mitigation and value engineering.
• Oversee preparation of technical proposals, commercial submissions, and project execution strategies.
• Support post-tender clarifications, negotiations, and contract finalization.
• Conduct post-submission reviews and lessons learned.
