Job summary

Seatrium (SG) Pte. Ltd. is seeking a skilled Tender Manager to lead end-to-end bid processes for offshore substation projects, including HVAC and HVDC platforms.

You will review ITTs, define bid strategies, coordinate multi-discipline teams, and develop cohesive proposals with robust cost estimates and risk controls. In this role, you will liaise with clients, internal departments, and external partners, negotiating during the bid stage and driving compliant, compelling submissions.

Qualifications

• Holds a Bachelor’s degree in Engineering, Project Management, Quantity Surveying, or a related technical discipline.
• Proven experience in tender management, bid management, or proposal preparation for offshore/onshore energy projects.
• Hands-on experience with FPSO projects and EPC/EPCI scopes.
• Strong understanding of offshore substation projects, HVAC and HVDC platforms.
• Solid knowledge of cost estimation, pricing strategies, and commercial risk management.
• Ability to coordinate multidisciplinary teams and consolidate inputs into complete tender proposals.
• Effective communication and stakeholder management with clients and subcontractors.
• Strong analytical and risk assessment skills for commercial, technical, and contractual risks.

Responsibilities

• Leads the end-to-end tender management process for offshore substation projects.
• Reviews ITT documents and defines bid strategies aligned with project objectives.
• Coordinates tender timelines, deliverables, and internal approvals for timely submissions.
• Collaborates with electrical, structural, topsides, and marine teams.
• Ensures technical compliance with client specs, standards, and regulations.
• Consolidates technical inputs into cohesive proposals.
• Develops comprehensive cost estimates across EPC/EPCI, fabrication, transport and risk contingencies.
• Optimizes pricing to balance competitiveness and margins.
• Manages interfaces with clients, engineering, procurement, finance and legal.
• Leads tender clarification meetings and negotiations during bid stage.
• Identifies risks and opportunities; proposes mitigations and value engineering.
• Oversees technical proposals, commercial submissions, execution strategies and project schedules.
• Supports post-tender clarifications, negotiations and contract finalization.
