SMITECH ENGINEERING PTE LTD in Singapore is seeking a Tender & Commercial Manager to lead end-to-end tender processes. You will review documents, assess risks, formulate pricing, manage vendors, plan manpower, and coordinate technical write-ups including safety and mobilization plans.

Responsibilities include handling clarifications, ensuring on-time submissions, and participating in client presentations and final negotiations.

Formación

• Bachelor’s Degree in Facilities Management, Building Services, Mechanical/Electrical Engineering, or related field.
• 3–5 years of hands-on FM/M&E tender experience with a proven track record of securing tender awards (GeBIZ/public sector experience is advantageous).
• CERT Tier 2 or Tier 3 Certification (or equivalent Company Emergency Response Team qualification).
• Strong cost estimation, BQ pricing, quotation evaluation, and knowledge of contracts (e.g., PSSCOC, REDAS).
• Proficient in MS Excel, Word, PowerPoint; excellent negotiation, analytical, and stakeholder-management skills.

Responsabilidades

• Review all tender documents, specifications, Bills of Quantities (BQ), drawings, contract conditions, SLAs, response times, and submission guidelines.
• Identify key commercial, operational, and financial risks, such as Liquidated Damages (LD), 24/7 emergency response commitments, spare-part obligations, warranty terms, performance KPIs, and penalty clauses.
• Formulate precise tender pricing structures, including direct manpower costs, material/spare parts allowances, subcontractor costs, equipment, tools, overheads, contingency, and target profit margins.
• Ensure competitive and commercially viable pricing submissions aligned with company profitability guidelines.
• Issue RFQs to vendors and subcontractors; evaluate technical and commercial proposals, negotiate pricing, perform gap analyses, and ensure quotation compliance.
• Determine required manpower deployment strategies (Facility Managers, Engineers, Supervisors, Technicians, admin staff, shift teams, standby teams, CERT resources) and coordinate technical write-ups (PM/CM schedules, maintenance methodology, mobilization plans, org charts, safety plans, tech adoption strategies).
• Formulate and submit tender queries; manage responses to clarifications, addenda, corrigenda; maintain on-time submissions; ensure declarations, track records, licenses, statutory forms, and financial disclosures are compliant.
• Prepare presentation slide decks and participate in client interviews, technical presentations, and final commercial negotiations.
