Job summary

Housing & Development Board is seeking a meticulous and analytical professional to join the Digital Retail Solutions team in Singapore. You will maintain and enhance outsourced ICT systems such as the Tenancy Management System, RetailerLink, and ShopperLink to support HDB commercial activities.

The role focuses on design, maintenance, and enhancement of core digital platforms, collaboration with vendors and internal teams, and driving innovative digital initiatives to enhance customer experience

Qualifications

• Bachelor or higher in Computer Science, Computer Engineering, Information Systems or related field.
• Strong analytical and written communication skills.
• Experience or familiarity with ICT systems for retail environments is a plus.
• Background in real estate or property domain is advantageous but not required.

Responsibilities

• Collaborate with internal teams and external vendors for system maintenance and enhancements.
• Design, enhance, and maintain Tenancy Management System across its lifecycle.
• Design, enhance, and maintain ShopperLink to support campaigns and promotions.
• Design, enhance, and maintain RetailerLink to digitalise customer-facing e-Services.
• Lead digital ideas and initiatives to improve customer experience at HDB malls.
• Re-engineer processes with stakeholders to develop future-ready retail ICT solutions.
• Build and nurture relationships with partners and stakeholders to enable effective collaboration.

[What the role is]

You will be part of the Digital Retail Solutions team that is responsible for the delivery of integrated retail solutions for the commercial properties under HDB. The key purpose is to maintain and enhance outsourced ICT systems (including web and mobile apps) that provide end-to-end support for HDB commercial activities. These ICT systems are the Tenancy Management System, RetailerLink and ShopperLink.

[What you will be working on]

The key accountabilities include:

• Working with team members, internal customers, tenants/owners, other government agencies and coordinating with the external vendor team for the system maintenance and enhancement works.
• Design, enhance, and maintain the Tenancy Management System to manage the entire lifecycle of tenancies and sold shops, from initial allocation to termination, leveraging cutting-edge ICT solutions to improve staff productivity.
• Design, enhance, and maintain ShopperLink, utilising advanced ICT tools to support commercial campaigns and promotions, thereby enhancing the dynamism of our heartland shops.
• Design, enhance, and maintain RetailerLink, digitalising customer-facing e-Services to improve the user experience and bring convenience to our customers, ensuring a seamless and efficient experience.
• Spearhead the generation of innovative digital ideas and the implementation of digital initiatives aimed at enhancing customer experience for HDB malls, leveraging ICT advancements.
• Lead the re-engineering of existing processes, collaborating with stakeholders and leveraging ICT expertise to develop future-ready, industry-standard retail solutions.
• Cultivate and nurture relationships with key partners and stakeholders, leveraging ICT capabilities to drive effective engagement and collaboration.

We are looking for a highly motivated candidate who is extremely meticulous, resourceful and independent. You should also possess strong analytical skills as well as excellent communication and writing skills. Background in real estate management would be advantageous but not required.
