Job summary

PEC PTE. LTD. is seeking a Subcontracts Administrator in Singapore to manage the full subcontract lifecycle from RFQ to close-out. This role ensures compliance with schedules, quality standards, and budgets while coordinating with multiple project teams.

You will evaluate bids, negotiate terms, draft agreements, and monitor contractor performance on site. Strong planning, communication, and MS Office skills are essential for success.

Qualifications

• Degree or Diploma in Engineering, and equivalent qualification.
• 2–5 years of relevant subcontract administration, procurement, or project support.
• Solid understanding of subcontracting processes and contract terms.
• Strong planning, organizing, documentation, and communication skills.
• Experience with vendor management and site execution is a plus.

Responsibilities

• Manage the subcontracting lifecycle from RFQ to close-out.
• Establish and maintain subcontract management practices to meet schedules, quality, and budget.
• Review client ITB and contract requirements for compliance.
• Coordinate RFQ activities, bid evaluations, and award recommendations.
• Negotiate pricing, scope, and terms with subcontractors.
• Draft and administer subcontract agreements.
• Monitor subcontractor performance, progress, quality, safety, and compliance.
• Conduct site visits and support audits and continuous improvement.
