Job summary

ASIA RAIL ENGINEERING PTE. LTD. is seeking a cost and contracts administrator to support tendering and project delivery in Singapore. You will help prepare cost estimates, material quantities, and cost-saving options while identifying risks and proposing mitigations.

The role covers cost management, contract administration, progress claims, and financial reporting. You will negotiate with contractors, compile tender documents, track variations, and prepare final accounts for project completion.

Responsibilities

• Conduct preliminary assessments to estimate costs, materials and labor.
• Prepare detailed cost estimates for the project.
• Create a comprehensive list of materials and quantities required.
• Suggest cost-saving alternatives without compromising qualities.
• Identify potential risks and propose mitigation strategies.
• Prepare, compile, and submit all necessary tender documents for future reference.
• Monitor project costs and track variations to the original budget and contract.
• Provide advice on cost implications of design options and changes.
• Negotiate contracts with contractors and sub-contractors.
• Thoroughly understand the terms and conditions of the contract.
• Clarify any ambiguities or discrepancies.
• Handle contractual claims.
• Prepare attachments for progress claims.
• Assess work completed by contractors and issue payment certificates based on it.
• Evaluate changes to the original scope and determine the cost impact.
• Prepare the final account at project completion.
• Prepare regular financial reports, including cost forecasts, cash flows and budget variance analysis.
• Conduct ongoing and post-project cost analysis and reporting.
