Job summary

JRS (S) PTE. LTD. in Singapore is seeking a skilled Quantity Surveyor to manage tendering, cost estimation, and contract administration for complex project works.

You will prepare bills of quantities, perform quantity take-offs from drawings, evaluate subcontractor quotations, monitor cost control, and liaise with clients and internal stakeholders to resolve commercial issues while ensuring compliance with SOP Act and relevant standards.

Responsibilities

• Prepare tender and contract documents, including Bills of Quantities (BQ), and manage the tendering process end to end.
• Perform quantity take-offs and measurement of works from drawings and specifications.
• Source, evaluate, and negotiate quotations from subcontractors and suppliers.
• Conduct cost estimation, cost analysis, and feasibility studies for project trade works.
• Carry out value management and cost control throughout all project stages.
• Prepare, submit, and evaluate progress claims, variation claims, and final accounts.
• Administer contracts, including correspondence, documentation, and resolution of contractual disputes.
• Evaluate subcontractors' completed work and certify payments.
• Identify, assess, and develop responses to commercial and contractual risks.
• Ensure compliance with relevant contract forms (e.g. SIA, PSSCOC) and statutory requirements, including the Building and Construction Industry Security of Payment Act (SOP Act).
• Liaise with clients, consultants, and internal stakeholders on cost-related matters.
• Conduct site visits as needed to verify progress and quantities.
• Maintain proper documentation in line with company and ISO standards.
