Job summary

Skills and Workforce Development Agency (SWDA) leads strategic planning and policy formulation to shape Singapore's workforce agenda. You will coordinate strategic pivots, develop narratives, and align divisions toward common outcomes, working with MOM and other ministries.

The role influences programmes and policy directions across the SWDA's portfolio. The successful candidate will oversee policy reviews, evaluation plans and cross-cutting agency work, ensuring coherent, impactful workforce

Qualifications

• At least 8 years of public sector experience and in leading teams.
• Ability to synthesise complex economic, workforce and policy issues into clear recommendations.
• Systems thinking to understand interdependencies and policy implications.
• Familiarity with workforce development and employment policies in government.

Responsibilities

• Lead development and coordination of organisation-wide strategies across SWDA, MOM and stakeholders.
• Drive conceptualisation of operating paradigms, training, careers and employment service providers.
• Spearhead strategic pivots in operating model and ecosystem development, including AI strategy.
• Synthesise cross-divisional initiatives into coherent strategies and narratives.
• Represent SWDA’s positions in government forums and ministerial engagements.
