Job summary

GovTech in Singapore seeks a Senior Manager (Operations Development & Planning) to strengthen operational capabilities across the Public Administration’s Operations Cluster, driving ops-tech integration and coordinating strategic planning with HQ and field offices.

You will translate organisational strategies into ground operations, support new programmes, and lead cross-functional teams to improve efficiency and service delivery for the Singapore public sector.

Qualifications

• 3–5 years of relevant experience in operations management, strategic planning, programme management, or related field.
• Experience in grassroots, community development, or public sector operations preferred; familiarity with ops-tech integration or digital transformation.
• Strong analytical and critical thinking with ability to translate data into actionable recommendations.
• Excellent written and verbal communication, including report writing and presentations.
• Strong project management and coordination skills to manage multiple workstreams and stakeholders.

Responsibilities

• Coordinate strategic planning for the Operations Cluster; track workplans, perform environmental scans, and prepare analytical inputs and reports.
• Support new and existing programmes by coordinating with subject matter divisions and field units; monitor progress and adjust as needed.
• Coordinate cluster platforms and meetings; manage agendas, briefing materials, and action-item follow-ups to ensure alignment.
• Drive ops-tech integration through redesigned workflows and digital solutions with structured change management.
• Manage IT systems and data for the cluster; monitor performance, liaise with ICT/div Vendors, ensure data integrity.
• Perform procurement, budgeting, and admin functions for the division in line with government guidelines.
