Job summary

HTA, the corporate university of the Home Team in Singapore, seeks a learning & development professional to design and implement emerging-skills training for HT officers. You will plan strategy, engage stakeholders, and co-create curricula with SMEs and IHLs, shaping delivery models and governance.

Qualifications

• Recognised bachelor’s degree in a relevant field such as organisational development, training, or L&D.
• Proven ability to conceptualise and execute training implementation plans.
• Experience leading multi-stakeholder training projects and governance.
• Strong data skills to analyse training evaluations and drive improvements.
• Proven ability to translate technical content for curriculum and learning delivery.
• Excellent written and spoken communication across channels.
• Familiarity with digital learning trends and emerging skills in the Home Team context.

Responsibilities

• Strategic planning and stakeholder engagement to align training priorities.
• Collaborate with SMEs and IHLs to develop or refine curricula.
• Coordinate content creation timelines and monitor deliverables.
• Oversee procurement and award of contracts for training programmes.
• Participate in committees and support programme implementation and evaluation.
• Gather feedback and monitor outcomes to enhance future iterations.
