Job summary

Randstad Singapore is seeking an experienced technology leader to own end-to-end enterprise program delivery, aligning technology with business objectives and delivering strategic initiatives. You will direct large-scale portfolios, govern delivery frameworks, manage vendor relations, and mentor delivery teams to raise organizational capabilities and change readiness.

Qualifications

• Experience in managing large-scale, complex technology portfolios and multi-stream delivery.
• Experience across modern delivery frameworks (e.g., Agile, Scrum, Waterfall) with sound financial, budget, and resource planning expertise.
• Executive-level stakeholder engagement, commercial acumen, and vendor management capabilities.
• Degree in Information Technology, Computer Science, Business, Engineering, or a related field.
• Relevant industry certifications (e.g., PMP, PRINCE2, Scrum Master) are an added advantage.

Responsibilities

• Directing large-scale program portfolios, cross-functional execution teams, and external partner delivery.
• Championing robust delivery frameworks, PMO governance, and risk mitigation strategies to ensure quality outcomes on schedule and within budget.
• Partnering closely with executive stakeholders, steering committees, and leadership teams to ensure transparent communications and strategic alignment.
• Managing end-to-end vendor lifecycles, including partner evaluation, contract negotiation, and overall performance accountability.
• Mentoring internal program and project delivery teams to elevate organizational delivery capabilities, change readiness, and continuous improvement.
