Job summary

South Central Community Family Service Centre in Singapore is hiring an experienced HR Manager to lead the full HR spectrum, partnering with the Board and Senior Leadership. Qualifications

• Minimum Diploma in Human Resource Management or relevant qualifications, or equivalent HR experience.
• Experience across recruitment, compensation & benefits, performance management, employee relations and HR operations.
• Working knowledge of Singapore employment legislation and practices (e.g., Employment Act, CPF, work passes).
• Hands-on experience in managing or improving HRIS.
• Strong interpersonal and communication skills with the Board and committees.

Responsibilities

• Advise the Board, HRC and Senior Leadership on HR strategy and workforce planning.
• Oversee manpower budget planning and reconciliation; align resources with HR goals.
• Lead recruitment, onboarding and talent management.
• Manage compensation, payroll, benefits and annual reward cycles.
• Drive performance management and career development programs.
• Oversee employee lifecycle, HR operations and compliance.
• Develop employee engagement strategies and welfare initiatives.
• Build and implement learning and development plans aligned with organisational goals.
• Develop policies, ensure regulatory compliance and manage audits.
• Provide HR advisory support to SCCFSC's affiliate partner if required.
