Job summary

South Central Community Family Service Centre in Singapore seeks an experienced HR Manager to lead the full spectrum of human resources, partnering with the Board, HRC and senior management to deliver people strategies that transform lives.

You will oversee budgeting, payroll, policy development, performance management, learning, and employee relations, while ensuring compliance with Singapore employment practices and delivering people-centric solutions across the organisation.

Qualifications

• Minimum Diploma in Human Resource Management or relevant qualifications, or equivalent HR experience.
• Minimum 5 years of experience in the full spectrum of HR, including recruitment, compensation & benefits, performance management, employee relations and HR operations.
• Hands-on experience in managing or improving HRIS.

Responsibilities

• Advise the Board, HRC and Senior Leadership Team on HR strategy and organisational planning.
• Own the organisational manpower budget and the HR departmental budget; align resources with goals.
• Drive recruitment and onboarding to support the talent strategy.
• Oversee the payroll process and manage compensation & benefits programmes.
• Lead organisation-wide performance management, KPI setting and reviews.
• Manage HR operations, documentation, policies and compliance across the company.
• Develop employee engagement strategies and staff welfare activities.
• Lead learning & development initiatives aligned with organisational goals.
• Maintain compliance with Singapore employment laws and report to authorities as required.
• Provide HR advisory support to SCCFSC's affiliate partner if required.
