Job summary

NEA National Environment Agency in Singapore is seeking an Executive Manager (Decision Support & Financial Analysis) to act as a strategic partner, delivering value-added financial advisory support to divisions. You will lead costing, funding strategy, and robust financial modelling to enable informed decisions.

The role involves evaluating projects, securing funding, and shaping budgeting and forecasting through advanced analytics and automation.

Qualifications

• Degree in Accountancy or Finance or Business.
• ACCA Chartered Accountant would have an added advantage.
• 3–5 years of relevant working experience in financial advisory roles.
• Strong analytical skills with strategic thinking.
• Strong financial modelling and Microsoft Excel skills.
• Pro-active, positive, assertive and willing to accept challenges.
• Excellent interpersonal skills with ability to maintain relationships at all levels in the organization.
• Able to keep abreast of fast-paced changes and developments.
• Able to multi-task and work under pressure.
• Able to contribute to or lead process improvements, automation and data analytics initiatives relating to budgeting and forecasting.
• Team player with good written, communication and presentation skills.

Responsibilities

• Evaluate strategic projects in terms of costing, assumptions, methodologies and funding sources.
• Assess financial feasibility of projects through financial modelling.
• Develop complex financial models with sensitivity analysis and robust structure.
• Seek funding from Ministries for projects.
• Support new projects by setting up financial operating and reporting framework.
• Analyse divisions’ quarterly financial performances.
• Evaluate divisions’ budget requirements and monitor budget utilisation.
• Provide ad hoc financial advisory support to divisions/projects.
