Job summary

National Environment Agency in Singapore seeks an Executive Manager (Decision Support & Financial Analysis) to act as a strategic partner, delivering finance advisory to divisions and guiding funding decisions.

You will develop complex financial models, analyze quarterly results, and help set up budgeting and forecasting frameworks. The role requires strong Excel skills, analytical mindset, and excellent communication across levels of the organization.

Qualifications

• Degree in Accountancy, Finance or Business; ACCA qualification.
• Chartered Accountant would have added advantage.
• 3–5 years of relevant financial advisory experience.
• Strong analytical, strategic thinking and Excel skills.
• Pro-active, assertive with good interpersonal abilities.
• Ability to communicate clearly and work with stakeholders at all levels.
• Experience with budgeting, forecasting, and process improvements.

Responsibilities

• Evaluate strategic projects in terms of costing, review of assumptions and methodologies and recommendation of appropriate funding sources.
• Assess financial feasibility of projects through financial modelling.
• Develop complex financial models, with built-in sensitivity analysis of changes in assumptions and ensure models are scalable and robust for management decisions.
• Seek funding from Ministries for projects.
• Provide support for new projects, in terms of setting up financial operating and reporting framework.
• Analyse divisions’ quarterly financial performances.
• Evaluate divisions’ operating/development budget requirements.
• Monitor budget utilisation of divisions.
• Provide any other ad hoc financial advisory support to divisions/projects.
