Job summary

d l resources pte ltd in Singapore seeks an experienced Programme/Project Manager to lead cybersecurity initiatives from discovery through delivery. You will coordinate security architecture, infrastructure, and risk teams to ensure solutions meet business objectives and regulatory requirements.

The role requires deep technical depth, strong governance, and proven ability to drive decisions with accountable owners and documented evidence.

Qualifications

Must have degree in computing, information systems, engineering, cybersecurity or related discipline.
8+ years in program or project management within tech delivery, cybersecurity, engineering or PMO.
Experience leading end-to-end cybersecurity solution implementations (design, build, test, deploy, operate).
Able to discuss cybersecurity architecture with SMEs and challenge designs constructively.
Experience managing RFI/RFP/RFQ processes, vendor engagements and contractual deliverables.
Proficient with SDLC, Agile and hybrid delivery methodologies; skilled in MS Project, Jira, Confluence, SharePoint and Office applications.

Responsibilities

Lead discovery and workshops with security, infrastructure, operations and risk teams to translate objectives into requirements.
Review architectures, data flows, interfaces and security controls to ensure compliance and feasibility.
Drive technical decisions with clear rationale and ownership; document residual risks and dependencies.
Oversee end-to-end project delivery from initiation to handover, including plans, milestones and governance.
Manage budgets, governance, reporting and procurement activities; coordinate stakeholder communications.
