Job summary

MANPOWER STAFFING SERVICES (SINGAPORE) PTE LTD is seeking an experienced IT Business Analyst to own end-to-end solutions across the full delivery lifecycle, including analysis, design, testing, and post-go-live validation.

The role requires 5+ years in regulated environments, strong requirements engineering, and effective stakeholder engagement within multidisciplinary teams. You will support governance, testing, and implementation assurance to ensure compliant, auditable outcomes.

Qualifications

• Solid end-to-end ownership mindset and accountability for delivery outcomes.
• Minimum 5+ years' experience as an IT Business Analyst or equivalent in regulated environments.
• Proven experience across business process analysis, solution selection, vendor engagement, tender processes, testing, and implementation.
• Advanced requirements engineering and documentation discipline.
• Solid understanding of SDLC methodologies (Agile, Waterfall, or hybrid).
• Effective stakeholder engagement across business, compliance, IT, and vendors.

Responsibilities

Job description

Responsibilities:

• End-to-End Business Analyst Solution Ownership
• Own solution outcomes across the full lifecycle, including business analysis, solution design, delivery support, testing, implementation, and post-go-live validation.
• Maintain end-to-end requirements traceability, ensuring approved requirements are delivered as intended.
• Act as the functional authority for assigned initiatives, providing clarity, decision support, and issue resolution throughout delivery

Business Analysis:

• Lead structured analysis of business needs, operational processes, and regulatory obligations.
• Translate complex business and compliance requirements into clear, complete, and testable functional and non-functional requirements, supported by high-quality, audit-ready documentation.
• Ensure solutions align with personal data protection, security, auditability, compliance, responsible gambling controls and regulatory reporting requirements.
• Facilitate stakeholder workshops and working sessions, independently or as part of a broader project team, to drive shared understanding and solution agreement.

COTS, Vendor & Tender Governance

• Support Project Manager on COTS solution evaluation and selection, including gap analysis and compliance assessment.
• Contribute to tender / RFP preparation, development of evaluation criteria, and vendor assessment activities.
• Act as a key liaison with business users and vendors to ensure solutions meet contractual, regulatory, functional, and non-functional expectations.

Delivery, Testing & Implementation Assurance:

• Support Project Managers in scope control, risk mitigation, delivery readiness, and operational readiness.
• Ensure test strategies, test scenarios, and acceptance criteria comprehensively validate business, operational, and regulatory requirements.
• Actively participate in testing activities, including SIT, UAT, and ORT, and manage defect triage and resolution prioritisation.
• Support implementation, operational handover, and post-go-live validation to confirm solution effectiveness and compliance.

Required Qualifications:

Must have skills:

• Solid end-to-end ownership mindset with accountability for delivery outcomes.
• Minimum 5+ years' experience as an IT Business Analyst or equivalent.
• Proven experience working in regulated environments (e.g. gaming, financial services, government, or similar).
• Demonstrated involvement across business process analysis, solution selection, vendor engagement, tender processes, testing, and implementation.
• Advanced requirements engineering and documentation discipline.
• Solid understanding of SDLC methodologies (Agile, Waterfall, or hybrid).
• Effective stakeholder engagement across business, compliance, IT, and vendors.
• High attention to detail, resilience, and accountability in audit-heavy environments.
• Ability to work independently on assigned projects while collaborating effectively within multidisciplinary teams.

Nice to have:

• Experience within Casino, Integrated Resorts, Gaming, Hospitality, or E-commerce systems is advantageous.
• Certification of Capability in Business Analysis (CCBA) or Certified Business Analysis Professional (CBAP)
• Certified Scrum Master (CSM) or Certified Scrum Product Owner (CSPO).
