Job summary

Public Service Division seeks an experienced Senior Manager/Manager to lead procurement and contract management for the Singapore Aviation Academy Spatial Transformation Project. You will manage end-to-end processes, governance, and stakeholder engagement to ensure compliant delivery.

Successful candidates bring at least 5 years in government procurement and contract oversight, familiarity with PSSCOC, GeBIZ, and related frameworks, and a record of strong governance and cost control across

Qualifications

At least 5 years of relevant experience in contract management and procurement for government or large institutions.
Experience with additions/alterations to government buildings is an advantage.
Strong governance, risk management and approval processes.

Responsibilities

Manage end-to-end procurement activities, including tenders, quotations, and procurement exercises in line with government rules.
Prepare and issue tender/quotation documents; evaluate submissions; recommend awards.
Administer contracts post-award; monitor performance and variations; assess validity of claims.
Prepare contract variation papers within financial authority limits.
Conduct site visits to verify progress and support contractual decisions.
Collaborate with project managers, engineers, finance, and legal teams to align procurement with timelines and objectives.
